Following
the signing of the Lusaka Ceasefire Agreement in July 1999 between the
Democratic Republic of the Congo (DRC) and five regional States (Angola,
Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council
established the United Nations Organization Mission in the Democratic Republic
of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to
plan for the observation of the ceasefire and disengagement of forces and
maintain liaison with all parties to the Ceasefire Agreement. Later in a series
of resolutions, the Council expanded the mandate of MONUC to the supervision of
the implementation of the Ceasefire Agreement and assigned multiple related
additional tasks.

Job Summary: The Senior Administrative Officer will actively contribute
to the implementation of the mission/office mandate by providing the necessary
managerial, logistical and administrative support required for the fulfillment
of the mandate, including such areas as budget, finance, human resources
management, logistics, communications, transport, air operations, etc.

Key Duties and Responsibilities:
- Serves as the Chief of the ESB and manages
matters pertaining to logistics support, human resources, budgeting,
financial and general administration. - As Head of ESB premises, liaises with local
authorities and provides logistical support to ESB tenants and neighboring
Missions - Ensures the development, preparation,
coordination and monitoring of work plans, strategies and programmes for
the administrative activities of the ESB and takes the lead in securing
the required human and financial resources. - Works closely with other offices of the
Mission to plan and forecast the personnel, financial and logistical
requirements of the ESB. - Provides advice and assists supervisors on
areas of problem solving and dealing with ad-hoc issues that arise and
undertakes tasks and special projects, such as Security/Evacuation Plan,
welfare activities, etc as requested. - Exercises budgetary and administrative
control. - Takes the lead on the development and
implementation of special projects, such as major construction projects in
ESB, Security/Evacuation Plan, Welfare Activities, etc. as requested. - Undertakes evaluation of support provided by
the ESB to the various tenants and neighboring Missions. - Regularly monitors implementation of
Audit/Board of Inquiry recommendations. - Supports the DMS in the supervision Air
Safety matters as well as coordination of Security operations in the ESB - Works closely with local authorities, UN /
Agencies / Funds and Programmes or other parties on behalf of Mission
Support Division. - Represents the Mission Support Division at
regular meetings with other UN Agencies - Keenly reviews all audit observations
submitted and drafts appropriate responses in consultation with the
Director of Mission Support. - Represents the Director of Mission Support in
various standing Boards and Committees, such as Property Survey Board
(PSB), Claims Review Board (CRB), and may act as alternate/ Chairperson of
the Local Committee on Contracts. - Performs any other duties, as assigned.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
MONUSCO Senior Administrative Officer
should possess an advanced university degree (Master’s degree or
equivalent) in business or public administration, human resources
management, finance, accounting, or related field. A first-level
university degree with two additional years of qualifying experience may
be accepted in lieu of an advanced university degree. - A minimum of ten years of progressively
responsible experience in human resources, budget, finance or general
administration, is required. - Previous exposure and experience in handling
complex organizational issues at the international level is desirable. - Previous experience with UN
administrative/financial policies and practices is desirable. UN field
mission experience is desirable. - Languages: Fluency in English, (both oral and
written) is required; knowledge of French is desirable.
