Job Summary: The Logistics Officer will be primarily
responsible for overseeing and ensuring the Logistics function of the Field
Office to ensure programs run smoothly. The incumbent will provide supervision
and training functions in the Field Office for staff in all aspects of
Logistics including Fleet, Asset, Security, Procurement and HR
&Administration. The jobholder will also be responsible for
compound/equipment maintenance as well as general day to day management of the
office. This position may rotate amongst other field offices and Kampala in
six-month increments.

Key Duties and Responsibilities:
General Duties:
- Support the program with all logistical and
transport arrangement - Actively contribute to the office strategic
planning process and provide regular updates. - Interface with stakeholders and local
partners in a manner consistent to the program team in terms of paperwork
and documentation of goods. - Build and maintain productive relationships
with all stakeholders, vendors, suppliers, etc. - Demonstrate an awareness of his/her own
strengths and development needs. - Build the capacity of his/her team and assist
with continued development of a career path for his staff. - Work closely with all Mercy Corps staff to
ensure smooth introduction and adoption of MC Fleet & Fuel policy. - Work with finance compliance to mitigate
fraud, conflict of interest and legal ramifications of Mercy Corps
Fleet:
- Reads and has a clear understanding of the
Mercy Corps Fleet Management procedures. - Ensure that all vehicles are safe and
road-worth and that all vehicles have proper on-board vehicle
documentation. Maintain administrative vehicle files for each vehicle. - Schedule vehicle use to meet programmatic and
operational needs. Maintain vehicle movement board daily. Oversee and
ensure proper use of the vehicles. - Manage fuel consumption purchase and tracking
including coordination with gas station(s) - Organize cleaning of vehicles and
motorcycles. - Organize regular service schedules for
vehicles and maintain service schedule files. - File Monthly Vehicle Consumables sheet for
each vehicle separately. - Ensure that security incident reports are completed
and filed including all vehicles’ related incidents). - Ensure that accident reports are completed
and filed. - Responsible for oversight of vehicle rentals
including tracking of leases and payments.
Asset Management:
- Reads and has a clear understanding of the
Mercy Corps Asset Management Manual and all procedures; - Ensure all new Mercy Corps assets in the
field office are in the asset register and ensure the appropriate coding
and tags are placed on each item. - Ensures the electronic database is updated monthly
and provide an electronic copy to supervisor; A hard copy is printed,
signed and filed in the assets folder; - Ensure all lost, damaged, sold, stolen (or
other) items are properly recorded in with an approved Disposal of Assets
form. Ensure any necessary, supplement documentation is completed;
Security:
- Acts as the security focal point for the
field office, update and implement security policies appropriate for the
local context, and out in place working SOPs as guided by policy - Ensure safety and security of all field staff
and property by making sure equipment and safe, policies are adhered to - Ensure all national and international staff
within the field office are well-informed of security policies and
procedures, including emergency strategies and evacuation plans - Mentor and train the hired security staff on
Mercy Corps Security Standard Operating Procedures
Qualifications, Skills and Experience:
- The applicants for the Logistics Officer
vacancy should hold a BA/S in Logistics, Procurement Management, Business
Administration or any relevant business field. - At least three years’ experience in
Procurement, Logistics and Administration required. Two years of supervisory
experience - Previous exposure and experience working in
hard to reach and conflict environments. - Previous experience with (I)NGO, Donor funded
project implementation, administration, and compliance of US Government,
ECHO/EC, UN, private foundation, and corporate grants, and related
projects. - Excellent computer and communication skills
- Good diplomatic skills.
- Excellent analytical and information
management skills. - Excellent organizational skills and ability
to work under stress and in remote locations. - Highly flexible and creative in planning and
problem solving. - Keen attention to detail, ability to follow
procedures and meet deadlines and work independently and cooperatively
with team members. - Proven excellence maintaining professional
internal and external relationships.
