The
International Institute of Rural Reconstruction (IIRR) is a rural development
organization which has over half a century of participatory, integrated and
people-centered development in the continents of Asia, Africa, and Latin
America. It was established by Dr. Y. C. James Yen in 1960.  Its programs cover education, food security
and asset building, environment, and applied learning. It also provides
international and customized courses and training covering various themes,
including, natural resources and food security, gender and development,
business development, organizational development, and participatory approaches.
Job Summary: The Project Coordinator will oversee, administer
and organise all project activities in cooperation with and under the
leadership of the Program Director. The Project Coordinator will manage the
implementation of the Learning Community Centre (LCC) activities, Agricultural
Extension Services and Business Partnership Development.
Key Duties and Responsibilities: 
1. Leadership:
  • Provide overall leadership to project
    execution
  • Develop and monitor the implementation of
    annual and quarterly consolidated work plans, procurement plans and
    budgets in line with project goals/objectives
  • Offer technical support to team in making
    annual and quarterly activity work plans and budgets and ensure the plans
    are executed as scheduled
  • Regularly monitor and track project’s
    progress and handle any issues that arise
  • Create and maintain comprehensive project
    documentation, plans and reports
  • Manage the translation of plans into
    operations and monitor their implementation
  • Monitor and supervise timely and quality
    implementation of project annual plans and targets Serve as the point of
    contact and communicate project status adequately to all participants
2. Resource Mobilization
and Sub-grant Management:
  • Develop fundable proposals in collaboration
    with other IIRR members and other key stakeholders for the sustainability
    of various programs in the region in line with IIRR strategic objectives
  • Regularly review and monitor sub-granting
    processes among implementing partners and follow-up accountability of the
    grants
3. Performance Management
and Staff Issues:
  • Track project performance in alignment to
    project objectives
  • Develop performance objectives with and
    appraise staff
  • Carry out capacity gaps assessment and build
    (train, mentor, and support supervise) staff for effective project
    execution
  • Supervise and implement support activities to
    maintain a competent & motivated staff
  • Anticipate and ensure staff gaps are filled
    in a timely manner
4. Partnerships,
Networking and Advocacy:
  • Build and maintain strategic partnerships and
    networks with district key stakeholders and other partner organizations
    involved in programs and advocate for comprehensive, relevant and
    harmonized interventions in the region in line with various program
    objectives and Central and Local Governments.
  • Represent IIRR in local, national and
    international forums
  • Facilitate staff capacity enhancement on
    aspects of partnering, collaboration and networking
  • Facilitate effective management of
    sub-granting to different implementing partners
  • Facilitate periodic mapping and updating of
    the partners database at the programme level
  • Ensure partner review and reflection events
    are held on a periodic basis.
5. Resource Management
and Accountability:
  • Ensure periodic reports are written and
    shared with relevant stakeholders in time and in agreed formats
  • Ensure assets and equipment are prudently
    utilised and well maintained according to policy and set guidelines
  • Implement policies that promote
    accountability of resources
  • Use project management tools to monitor
    budget, plans and expenditure
  • Manage budget according to project budget
    expenditure within planned time frame and approved budgets
  • Monitor and manage over or under spending in
    a timely manner in line with standards
  • Ensure adherence to financial management and
    accountability in line with policy guidelines
  • Risk management – Monitor and address or
    report any risks to management
  • Ensure appropriate filing and availability of
    documents required for internal and external communications,
    accountability, audits, and evaluation purposes and reporting
6. Learning, Research,
Documentation and Reporting:
  • Prepare monthly, semi-annual, annual and end
    of project reports
  • Supervise on-going program assessments,
    evaluation and operational research studies, and take lead in utilizing
    the recommendations to improve programming.
  • Organise quarterly learning/reflection
    sessions with staff, stakeholders to assess project implementation and
    develop action points for improvement
  • Mentor staff in translating organization
    expectations into designs, plans and M&E processes
  • Manage the processes of baselines,
    evaluations and research
  • Lead Participatory Monitoring activities
    where stakeholders are involved and develop action points for improvement
  • Lead documentation of significant changes and
    share with stakeholders
  • Organise write shops where stakeholders meet
    to document their experiences of project interventions
  • Identify research opportunities,
    conduct/participate in research, monitor and implement research activities
    document and share findings/lessons learnt
     
Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Bachelor’s
    Degree in Agriculture, Development Studies, Bachelor of Arts, Bachelor of
    Education, Post Graduate Diploma in Project Planning & Management and
    Masters is an added advantage. Certificate in PMDPro, PMP is desired
  • A minimum of three years’ experience in
    managing Livelihoods programs/projects with a reputable international NGO,
    and experience with Central and Local Governments and donor relations
  • Strong working knowledge of Microsoft Office
    and of project management tools
  • Effective communication skills (written and
    spoken) in the English language
  • Solid organizational skills including
    attention to detail and multitasking skills
  • Excellent interpersonal skills and ability to
    work as part of a multicultural team
  • Able to work under pressure and on multiple
    tasks
  • Resource mobilization with experience in
    writing proposals
