Job Summary: The Community Development Facilitator Health/HIV will
implement all project activities in the designated sub-counties/ areas and
ensure quality of project interventions in line with Ministry of Health (MoH))
and World Vision policies. The incumbent will work with line with World Vision technical
program and district partners to technically interpret the technical approaches
in the HIV project design to facilitate implementation of key activities.

Key Duties and Responsibilities:

- Oversee the development of the project design
document and detailed implementation plan. - Develop annual work plans and cash flows in
line with the overall project design.

- Coordinate project activity implementation in
line with project work plans and WV technical approaches and technical
models. - Work closely with the National office health
technical specialists for quality implementation of health projects. - Identify technical experts to train district
and community groups and strengthen capacity of implementing partners at
village, sub county and district levels. - Ensure full participation and ownership of
beneficiary communities in project interventions. - Work closely with CSDAs to ensure Registered
Children and their households are participating and benefiting from
project interventions.
Project Monitoring and

- Ensure effective project monitoring,
documentation and reporting in compliance with agreed standards. - Ensure full participation of beneficiary
communities in design, monitoring and evaluation by organizing community
mobilizations, feedback meetings and community trainings. - Review quantitative and qualitative data on
an ongoing basis to evaluate performance of the project and provide
guidance to the program manager and partners - Participate in and support review, reflection
and learning forums for ADP staff, community, local organizations and
government.
Advocacy and Partnerships:
- Actively engage with the District and Sub
County Health authorities and support the Program Manager in managing
relations with government structures and civil society - Effectively network with local government
structure and any other agencies undertaking activities in the target
community and ensure that such activities are well integrated with World
Vision and community activities to promote sustainability and ownership of
interventions in planning and implementation. - Participate and represent WVU in HIV
technical working forums at district and sub county levels - Guide and participate in joint campaigns,
advocacy initiatives around HIV issues with partners and stakeholders - Facilitate growth of strong grassroots
movements on specific advocacy issues. - Proper and efficient management and use of
project finance and assets. - Financial and asset resources are managed and
used in line with policy guidelines. - Track and manage budgets allocated for the
project - Provide accurate and timely variance
explanations on project over and under expenditures.

- Compile and submit quarterly, bi-annual and
annual project reports in alignment with WV LEAP 3 standards to the
Program Manager, Buikwe and Health technical program manager. - Ensure documentation and sharing of
best/promising practices to strengthen WVU`s institutional memory and
learning
Qualifications, Skills and Experience:
- The prospective World Vision Community Development
Facilitator Health/HIV employee should hold a Bachelor’s Degree in
Nursing, Public health or Social Work - A minimum of two years’ practical experience
in HIV/AIDS programming with a reputable organization. - Excellent training facilitation and
coordination skills - Excellent monitoring and evaluation skills
- Experience in conducting needs assessment and
report writing - Broad knowledge and understanding of child protection
and demonstrated ability to integrate child protection in health
programming. - Highly motivated to achieve quality results
and service - Demonstrated accountability and integrity
- Ability to communicate effectively
- Good team player
- Ability to influence individuals and groups
- Practicing gender and cultural diversity.
- Must be able to ride a motorcycle with a
valid riding permit
