International (PI) is an international non-profit organization that is
dedicated to supporting high-quality comprehensive reproductive health
services. PI Uganda office is implementing the USAID funded Integrated Systems
Strengthening (ISS) for CHW (Community Health Worker) programming project,
which aims to strengthen community health approaches to reduce barriers to
effective primary health coverage in diverse systems as well as support
National Policies and their implementation. The project emphasis is to make
quality services available by means that can be scaled, through improved
referrals and linkages across the continuum of both community mobilization and
structural interventions approach.
Job Summary: The Field /Monitoring, Evaluation & Learning
Officer will be responsible for providing day-to-day technical assistance and
coordination with the district health teams, partners, CHEWs in identifying
technical needs, scheduling of activities, and monitoring, evaluation and
learning of implementation of project activities.
Key Duties and Responsibilities: 
  • The incumbent will manage all field based
    activities including trainings, documentation, quality data collection,
    report preparation, monitoring and supervision.
  • The jobholder will be PIU’s field contact,
    establish linkages at the district, facility levels and with partners for
    capacity building in RMNCAH technical areas.
  • The incumbent will also contribute to PIU
    technical capacity in RMNCAH work at district level.
  • She/he will develop, establish and maintains
    systems to collect and analyze information on inputs, outputs, outcomes
    and impacts of the project.
  • The incumbent will conduct supportive
    supervisory visits to projecj stakeholders to observe, monitor, guide, and
    provide feedback on the use of data and indicators;
  • Keenly analyze monthly data, and support
    training of M&E CHEWs, Focal Persons and community in quality assurance
    methods.



Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a
    Bachelor’s degree in social sciences, demography, statistics, health information
    management or related field.
  • A minimum of five years’ experience in developing
    integrated health program activities
  • Three years’ experience in implementing and
    supervising integrated HIV/FP/RH/ASRH trainings and activities.
  • Proven exposure and experience in working
    with community resource teams such as CSAs, support groups of PLHIV, VHTs
    and community leaders and District Management and Administration teams.
  • Broad knowledge and experience with
    international indicators and standard measurement tools in health/family
    planning, MNH, HIV/AIDS and other relevant technical areas.
  • Proven analytical and problem-solving skills.
  • Proven skills in delivering adult training
    programs.
  • Knowledgeable in data collection, analysis,
    and development of reports using data.
  • Competency in MS Office and statistical
    software packages (SPSS, EPI-Info, STATA, SAS or similar).
  • Previous experience in use of data to inform
    decision-making, planning, and. performance monitoring.
  • Able to work with various stakeholders
    including donors and local Government and partners.
  • Excellent oral/written communication skills
    and ability to communicate to both expert and lay audiences.
  • Fluency in both written and spoken English
    and any local language is required.
  • Familiar with USAID reporting.
  • Ability to travel extensively, s/he will be
    based in Mayuge with frequent travels to Kampala.
