Job Summary: The Project Assistant Livelihood & Value Chain
will be responsible for project management of all aspects of the implementation
of the assigned livelihood projects. The incumbent will work closely with Oxfam’s partners to implement projects that are in line
with Oxfam Uganda country policy and the one programme approach. The jobholder will also provide vital
assistance to resilient livelihood manager in the implementation of the one
programme approach in liaison with Oxfam partners.
Key Duties and Responsibilities:  
Program delivery and
Partner support: 70%
  • Work closely with the Resilience Programme
    Officer to support in the Implementation of the Resilient Livelihood theme
    in line with the Oxfam Country strategy (OCS) and organisational policies.
  • Ensure timely reporting of partners in
    compliance with donor and Oxfam procedures/reporting requirements;
    consolidate partner reports
  • Offer support in the preparation of the value
    chain project proposal documents, project summaries and project reviews.
  • Provide appropriate support to partners
    implementing livelihood projects in all aspects of project cycle
    management.
  • Ensure that partner organisations work in
    accordance with Oxfam standards and objectives
  • Conduct regular performance assessments and
    reviews of partner organisations and provide guidance on enhancing the
    quality of projects.
  • Actively participate in regular meetings with
    partner organisations and relevant value chain multi stakeholder
    platforms.
  • Ensure that all action points/
    recommendations agreed upon with partners during project reviews are
    followed through during project implementation.
  • Ensure that partner project plans, proposals,
    work plans and budgets are developed in line with the OCS.
  • Support with partner contracting process,
    implement and monitor the agreements reached with the consortium or the
    implementing partners.
Implement the MEAL
System: 30%
  • Closely work with the partners to mutually
    agree on detailed operational plans, budgets, indicators as well as
    monitoring, evaluation and learning framework.
  • Conduct regular monitoring visits to partners
    and ensure that reports are written on each visit and shared with the
    Resilient Livelihood Manager.
  • Actively contribute to organisational
    learning through systematic documentation, monitoring, evaluation and
    sharing of information with partners and the relevant programme teams.
  • Constructively support partners‟ management of projects in the
    various stages of project cycle management, from project appraisal to
    reporting.
  • Support the donor accountant to monitor
    partners’ financial
    reports and ensure that regular partner audits take place.
Qualifications, Skills and Experience:  
  • The ideal candidate must hold academic
    qualification in Agriculture Economics, Development Economics, Business
    administration and any other relevant academic qualification
  • At least three years of practical experience
    in livelihood programming and Agriculture Value Chain Development or other
    relevant fields.
  • Broad knowledge, understanding and experience
    of project/programme management cycle, and participatory appraisal
    techniques.
  • Knowledge of gender mainstreaming in
    development projects mainly in livelihoods projects and programmes
  • Knowledge of and experience with donor
    funding environment and good financial and project management skills;
  • Understanding of a “Rights Based Approach”;
  • Knowledge of food security practices, land
    rights, DRR and identifying and addressing vulnerability is added
    advantage.
  • Substantial experience of working in partnership/
    capacity building of local institutions.
  • Excellent listening, communication and
    writing skills
  • Ability to prioritise work issues to meet
    deadlines with minimal supervision.
  • Ability to network and build effective
    partnerships on programmes/project activities to meet set goals and
    targets
  • Ability to develop work plans and write good
    reports
