About USAID SPRING Project:
The
Strengthening Partnerships, Results and Innovations in Nutrition Globally Project
(SPRING) Project is a six-year cooperative agreement funded by USAID. SPRING’s overarching
vision is to reduce under-nutrition, prevent stunting, and work with women and
children in reducing anemia. By providing state-of-the-art technical support,
SPRING aims to strengthen country efforts to scale up high-impact nutrition
practices and policies to improve maternal and child nutrition outcomes. SPRING’s
experienced implementation team consists of experts from JSI Research and
Training Institute, Inc., Helen Keller International, The International Food
Policy Research Institute, Save the Children, and The Manoff Group. In Uganda,
SPRING currently provides technical assistance to the Government of Uganda
(GoU) in three areas: micronutrient powders, industrial food fortification, and
anemia policy and programming at the national level and in Namutumba district.

Job Summary: The Social Behaviour Change and Communication
Advisor (SBCC) will be responsible for activity implementation and management
of the information, documentation and SBCC interventions for SPRING. The
incumbent will work in consultation with the other technical team members to
develop and implement he communication programmes of the project. He/she will
ensure that the communication outputs are of the highest quality, respond to
the specified deliverables and goals of the cooperative agreement, are delivered
in a timely manner and are in full support and compliance with the terms of the
cooperative agreement.
Advisor (SBCC) will be responsible for activity implementation and management

Key Duties and Responsibilities:
Technical Assistance to
the UNAP Secretariat:
the UNAP Secretariat:
- Provide timely technical assistance to the
UNAP Secretariat in relation to the National Nutrition Advocacy and Communication
Strategy in order to ensure its successful implementation; - Responsible for supporting the roll out of
the National Nutrition Advocacy and Communication Strategy. This includes,
the implementation of the social mobilization campaign supported by SPRING
and providing OPM with the technical guidance on how the other
communication activities within the strategy should be implemented.
Development and
implementation of the SBCC Plan for the Industrial Food Fortification:
implementation of the SBCC Plan for the Industrial Food Fortification:
- Working closely with the National
Fortification Stakeholders to support the creation of demand for the consumption
of fortified foods through raising awareness levels. This includes the
completion of the communication plan and materials for the fortification
communication campaign. - The incumbent will also coordinate the
finalization of the communication plan for the Industrial Fortification
programme - Revise and complete the communication
materials for the Industrial fortification campaign - Support the roll out of the communication
activities under the Industrial fortification campaign
Roll out of the
Communication Campaign of the Micronutrient Powder Program (MNPs):

- Working closely with the Ministry of Health
and different partners to ensure the successful implementation of the communication
campaign for Micro-Nutrient Powder program. - In line with the Communication Plan for MNPs,
work with the stakeholders to finalize activities and materials for the
communication campaign with the stakeholders - Work closely with the SPRING team to support
the roll out in Namutumba District including the mass media, community
outreach and inter-personal aspects.
Develop and implement the
Anemia Advocacy and Communication Plans:

- Work in line with the National Anemia Control
Strategy, the SBCC Advisor will execute the following activities: work
with the National Anemia Working Group to develop and implement specific
advocacy and resource mobilization activities as highlighted within the
comprehensive National Anemia Strategy. - Tease out the Advocacy and Resource
Mobilization aspects within the comprehensive strategy in order to develop
a specific plan. - Support the implementation of the Advocacy
and Resource Mobilization activities
Monitoring, evaluation
and Learning:

- Work closely with the SPRING Home Office and
Country team to develop and implement the - Knowledge Management Plan in Uganda that
positions SPRING as the leading player in the area of Nutrition. - Regularly communicate with project management
SPRING/Uganda and technical backstop at SPRING HQ, including monthly,
quarterly and annual reports.

Qualifications, Skills and Experience:
- The applicants for the USAID SPRING Project SBCC
Advisor job opportunity should hold a Master’s degree in Communication,
Public Health, Social Sciences, Advertising, SBCC or related field - A minimum five to seven years’ experience
working in health communication or with social and behavior change communication programs - At least five years’ experience working in
health and nutrition programming in a developing country - Previous experience in leadership,
coordination, management and provision of technical assistance to high
level multi sectoral stakeholders in implementing health, food security
and nutrition policy and programming and systems strengthening. - Proven leadership in the design, management,
implementation, monitoring and evaluation of international donor –
supported programs with skills in strategic planning, management, supervision
and budgeting and must have experience on managing complex activities involving
coordination with multiple program partner institutions.
