of sexual and reproductive health, livelihoods and civic participation. Our
model is bottom up and holistic, focusing on individual leadership change
amongst young people as well as systematic changes in policy and practice
towards a more supportive environment for youth-led development.
GAA Project:
is implementing a five-year youth-led Girls Advocacy Alliance (GAA) project in
partnership with Plan Uganda and Terres Des Hommes. The programme willpromote a
youth-led approach to building capacity of CSOs and generate evidence that will
be used to engage with key decision makers and hold them accountable on girls’
economic and protection rights.
Summary: The Programme
Officer will support the Girls Advocacy Alliance Project by managing all field
implementation of the programme, liaise with the research teams and coordinate
with the key programme actors.
Duties and Responsibilities:

by a Programme Coordinator, the Project Officer will:
- The incumbent will lead sensitization of key
youth actors on the programme; - The jobholder will also lead selection and
mapping of research teams, CSOs and private sector partners; - Lead training of research teams, CSOs
partners, private sector partners and VSLA Network Champions; - Offer support in the development of training and other
relevant materials drawing on best practices; - Offer technical assistance to the research
teams during field work; - Support research teams to edit and review
the research outputs, including final reports before dissemination; - Support the research team’s advocacy work by
coordinating the private sector engagement and District Youth Working
group meetings - Coordinate quarterly private sector
engagement meetings and dialogues

- Work closely with research teams to develop
monthly programme work plans - Keep regular communication with research
teams and provide backstopping logistical support when necessary - Support welfare of research teams, and
follow up on issues as required - The jobholder will develop checklist of
items to support travels and field activities - Coordinate all logistical support for the
research teams - Develop logistical checklist to guide
activities and activities support - The jobholder will take lead in the procurement
of all programme items - Ensure that safety and security measures are
in place and are adhered to at all times - Keep
consistent detailed records of logistical aspects of the programme - Keep in constant communication with research
team and programme coordinator - Lead on logistical arrangements for recruitment,
training, community consultations and dialogues, private sector
engagement, travels, research and other programme related activities - Provide ongoing support and mentorship to
youth researchers
Management: 15%
- Support research teams to manage funds for
field work - The jobholder will make payments for
programme related activities and keep accurate records of financial
expenditure - Manage project budgets
- Ensure that financial management adheres to
Restless Development policies
ad procedures - Support the programme Coordinator in
tracking the project budget - Provide regular updates to the programme
coordinator as required.
- Track the project progress and feedback from
key programme stakeholders - Document change stories and learning to
inform the programme - The incumbent will gather evidence, facts
and other relevant data to support programme documentation - Establish and maintain database for the project
- Support the programme coordinator to update
Restless Development on project progress and seek advice as necessary
- Other duties as required, including occasional
work on weekends for which time off in lieu can be taken
Skills and Experience:
- The applicants for the Restless Development
Programme Officer jobs must hold Bachelor’s degrees in relevant field of
study - At least one year experience of implementing
programmes - Previous experience of making logistical
arrangement for organizing events and meetings - Prior experience in asset management and procurement
- Previous finance management experience
- Effective verbal and written communication
and interpersonal skills - Excellent organizational skills
- Excellent computer skills including Excel,
and Word - Ability to solve problems and make sound operational decisions
- Excellent budget management skills
- Fluency in written and spoken English
- Previous
experience in budget management is desired - Experience
in working in a multi-cultural environment - The
individual must be results-orientated, highly self-motivated and have
demonstrated analytical skills. - The
