an independent organization working on agriculture for development across the
East Africa Community (EAC) Region – in Burundi, Kenya, Rwanda, Tanzania,
Uganda, and South Sudan. We promote regional solutions to local problems to
make agricultural markets work better for the reduction of poverty and
elimination of hunger. We are committed to supporting the people of East
African Community (EAC) to achieve market-based solutions to food and nutrition
security. Therefore, our core business is to support the transformation of food
and nutrition security in the EAC Region away from high risk subsistence
farming into lower risk trade-based systems. We implement and manage programmes
and projects in partnership with and/or on behalf of governments, international
and regional organizations, and the private sector.

 

Job Summary:  The Program Assistant Monitoring, Evaluation
and Learning (MEL) oversees the quality of Kilimo Trust’s evidence-based
tracking of KT interventions, documentation of program performance and impact,
and contributes to Agribusiness Transformation in the EAC region. The incumbent
provides technical leadership in designing and developing M&E systems for
tracking all projects implemented by KT and the overall Kilimo Trust
organizational progress in delivering its strategy as measured by the set Key
Performance Indicators(KPIs). The PA-MEL will provide technical assistance to
KT Programs and analyse and disseminate metrics and results of program
performance with internal and external audiences.

 

Key Duties and Responsibilities:  

·       
Contribute
to Kilimo Trust quality programming and delivery of projects to all
stakeholders

·       
Provide
technical assistance and oversight to KT Regional and country programs for
design and implementation of M&E systems. Work with program teams to design
research and evaluation activities, evaluate data quality, analyze data and
assist in data interpretation.

·       
Use
program and Project data to generate knowledge products for further synthesis
by program teams for publication in peer-reviewed journals and submission for
presentation at appropriate technical conferences in line with KT standards to
increase its visibility nationally, regionally, and globally.

·       
Collaborate
with and mentor Kilimo Trust staff to strengthen MEL capacity and generate high
quality, timely, and informative program data, and reports for internal and
external stakeholders (including donors) and the evidence base. This shall
include ensuring that the integrity and relevance of data collected to support
project achievements, and suggesting timely adjustments to better serve project
objectives and priorities

·       
Manage
and produce periodic of KT Strategy and project analytics that will help KT
Board of Trustees and Management Team make important decisions on its
implementations

·       
Provide
guidance to country teams and KT Headquarters teams on the development of
M&E plans/results, and support the coordination, design, and implementation
of selected project evaluations, including baseline assessments, impact
assessments, and special studies. In addition, design, and lead progress
reviews of regional and country programs and projects

·       
Provide
support to business development efforts in design of M&E and research
approaches; generate and review M&E plans/results frameworks for proposals.

·       
Represent
Kilimo Trust in MEL technical working groups/Networks as a technical expert in
monitoring and evaluation of Food Security and Agribusiness programs;
participate in internal and external technical working groups, and build
networks with colleagues both within and outside Kilimo Trust to identify new
opportunities for innovative programming and potential funding sources to
support the strategic priorities of Kilimo Trust.

 

Qualifications, Skills and Experience:

·       
The
applicant must hold a University degree in a relevant field required especially
in Agriculture, Agricultural Sciences or Agricultural Economics or its
equivalent

·       
A
Post-graduate degree in Monitoring & Evaluation or related fields.

·       
At least
of five years of demonstrated experience in program monitoring, evaluation,
research, and learning

·       
Demonstrable
skills and experience developing M&E tools, data analysis, data use, and
assessments. This will include ICT tools and statistical data analysis packages

·       
Experience
in designing and implementing field measurements/operations research and other
studies

·       
Demonstrated
knowledge and understanding of the application of Theories of Change,
results/logical frameworks, and the development/implementation of learning
agenda

·       
Excellent
communication skills, with demonstrated ability to write technical reports in
English

·       
Experience
in working in Agricultural value chains preferred

·       
Demonstrated
leadership, versatility, and integrity
