Job Summary: The Health
Officer will be responsible for coordination; implementation and monitoring of
maternal and child survival interventions at mainly health facility level in
one of the aforementioned districts. The incumbent will serve as the focal
point person for the maternal and child health (MCH) interventions, and will
receive support from the Health Manager, Health Coordinator, Program
Coordinator and Field Coordinator.

Technical:
- Ensure
that all appropriate Ministry of Health standard guidelines and
protocols for MCH related services are available in supported health unit
under his/her supervision. - Assess the training needs for the health
facility staffs as appropriate. - Make follow-up on all trainings conducted
to ensure that the participants are putting to use the new skills and
lessons learnt to improve quality of services. - Carry out on-the-job coaching and
mentoring of health facility staff according to identified needs and make
necessary follow up to ensure adherence to quality standards. - Facilitate technical trainings such as
IMAI/IMPAC and supply chain management, - Support the formation of work with Family
Support Groups. - Facilitate community dialogue meetings on
antenatal care and Prevention of Mother To Child Transmission of HIV
(PMTCT). - Offer technical and administrative support
in organizing and conducting two rounds of national child days within the
catchment area of the supported health facility. - Institute mechanisms to follow up women,
their spouses and children enrolled in the PMTCT program and link them to chronic HIV/AIDS
care.
Liaison:
- Represent
IRC’s health program to the district health team, health sub-district
and donor agencies, to ensure all program activities are carried out with
their agreement and, as far as possible, their participation. - As appropriate represent IRC at district
health related planning, review and coordination meetings with guidance
from the Health Manager. - Co-ordinate with district health
authorities, WHO, UNICEF, and other NGOs to avoid duplication of services.
Communication/Reporting - Provide regular feedback to the Health
Manager in Karamoja on project implementation. - Support health units and ensure that
HMIS/PMTCT Monthly reports reach the district on time. - Assist in the preparation of other donor
proposals and reports for IRC’s health-related projects in Karamoja. - Actively participate in the development of
health program work plans and reviewing them on a monthly basis with the
Health Manager. - Ensure monthly HMIS and PMTCT reports are
compiled at IRC supported health facilities.
Budget/Grants:
- Manage
the budget ensuring expenses are appropriate and incurred according
to schedule. - Actively participate in budget development
for proposals as appropriate. - Participate in the development of health
program budgets and budget tracking tools in coordination with the Health
Manager. - Under the guidance of the Manager, update
the budget tracking tools. Monitoring and Evaluation - Assist in the development of project
monitoring tools. - With support from the data and information
officer, maintain a good record keeping system and undertake continuous
monitoring and regular evaluation of the project activities.
Qualifications, Skills and
Experience:
Experience:
- The
applicant should preferably hold a BSN, Diploma in Clinical
Medicine, Diploma in Registered Comprehensive Nursing, Registered Mid
Wife. Relevant certificates in HIV/AIDS, IMAI/IMPAC, FP, and PNC related
trainings are an added advantage. - A minimum of three years of working
experience in Health, HIV/AIDS and or PMTCT related programs. - Previous work with an NGO in similar
programs. - Working with community based groups in
behaviour change
programs.
