About Project:
Since 2005, Plan International Uganda has been working with government
– Uganda Registration Services Bureau (URSB) and National Identification
Registration Authority (NIRA) starting January 2016 – to revitalise birth
registration. Plan International Uganda supported by Plan International
Australia and Plan International Sweden is implementing a three year (July 2016
– June 2020) Digital Birth Registration project titled Improved Birth
Registration through a strengthened Civil Registration of Vital Statistics
(CRVS) system. The new Uganda DBR programme aims to support the National
Identification Registration Authority (NIRA) and other CRVS stakeholders
(Ministry of Health, Uganda Bureau of Statistics and National Planning
Authority) with the strengthening of CRVS information systems and at the same
time to develop and implement a series of innovative birth registration models
to increase birth registration rates, with a focus on vulnerable groups of
children that are at high risk of exclusion and marginalisation, such as
children with disabilities and children from minority groups or those that are
refugees.

Job Summary: The Project
Manager will provide overall technical and management oversight and lead the
implementation of the Digital Birth Registration (DBR) project. S/he will
support capacity building and coordination of national and sub national
partners to implement the project. S/he will ensure quality and timely
planning, implementation, monitoring and reporting of the project activities to
budget while ensuring that all project risks and issues are adequately
documented and mitigations defined. The Project Manager will also align the
project with Plan International Uganda Country Strategic Plan (CSP) objective
three (Child Protection) while building synergy with other strategic technical
areas such as Education, Health, WASH and Youth Economic Empowerment. The
incumbent will coordinate procurements, fund disbursements and project
reporting in a close collaboration with Administration, Grants and Finance
Teams. S/he will be supported by the Country Child Protection Team Leader and
the Head of Programmes at Country Office (CO), the Birth Registration
Innovation Team (BRIT) at Plan International Headquarters and staff from Plan
International Australia and Plan International Sweden on project management,
budget management, donor reporting and programme quality assurance. The Project
Manager will be responsible for project
management, which includes effective planning, implementation documentation,
monitoring, evaluation and timely progress reporting. The incumbent manages
project risks and issues so that they do not unduly affect project
implementation. The jobholder also builds strategic partnership management, for
implementation of this project to ensure that all components are managed in an
integrated manner with regular meetings and learning forums. The incumbent
takes lead in the effective project budget management and tracking, including
timely accountability of funds in line with accounting policies and procedures.
