the conflict zones where tens of thousands of people have been kills and over
1.6 million displaced. Following a peace agreement in 2006, Ugandans are returning
home and looking to rebuild their lives. The IRC is there to protect women and
children from violence and exploitation by fostering a safe environment and
encouraging education, and is supporting farmers and small businesses, and
helping communities promote peace and long-term development.
About Program:
IRC is working in collaboration with OPM, UNHCR and other agencies to
provide multi-sector assistance program in Bidibidi Refugee Settlement in Yumbe
District, which is now home to approximately 20,000 South Sudanese refugees.
IRC provides curative, preventive and promotive activities are provided through
strengthening of facility and outreach based health service delivery as well as
community based service delivery through Village Health teams. IRC is working
in collaboration with OPM, UNHCR and other agencies to provide multi-sector
assistance program in Bidibidi Refugee Settlement in Yumbe District, which is
home to approximately 20,000 South Sudanese refugees. IRC provides curative,
preventive and promotive activities are provided through strengthening of
facility and outreach based health service delivery as well as community based
service delivery through Village Health teams.
Job Summary: The Health
Manager will be responsible for overseeing the implementation of all aspects of
the Primary health program including inpatient and outpatient services,
reproductive health and community health activities. The incumbent will work
closely with other members of the team to ensure that the health programme is
well integrated with other sectoral interventions including community services,
WASH and nutrition services and implemented in a sustainable manner.  S/he will ensure that a high standard of care
is provided to the refugees and local population; that gaps in the health
services are identified and addressed and that IRC liaises regularly with
relevant district health authorities and implementing partners.
Key Duties and
Responsibilities: 
Technical:
·        
With appropriate staff, develop detailed implementation
plans for all health programs and oversee all aspects of implementation.
·        
Ensure project compliance with Ministry of
Health Guidelines and protocols during delivery of promotive and curative
services including emergency RH
·        
Ensure that medical services are provided
according to rational drug use principles including strict adherence to the
National Treatment Guidelines in the camp health facilities
·        
Regularly monitor the standard of care in the
camp-based health facilities including, safe motherhood, family planning,
adolescent sexual reproductive health, nutrition, HIV prevention care and
treatment services.  Provide regular
feedback to staff on appropriateness of diagnosis and management.
·        
Oversee the management of drugs and medical
supplies including selection, procurement, distribution and prescribing and
ensure continuous availability appropriate medicines and supplies.
·        
Identify gaps or deficiencies in health
activities and develop interventions to address these gaps in consultation with
the Health coordinator.
·        
Manage the community health aspects of the
health program, ensuring that there are adequate numbers of well-trained
community health workers who are providing appropriate community level
interventions
·        
Ensure that public health surveillance and Health
Information Systems are functioning at all levels (health facility and
community) and that reports are prepared and disseminated timely to MoH, UNHCR,
IRC Kampala and other relevant stakeholders.

Develop plan for and oversee comprehensive
management of disease outbreaks occurring within catchment area.  Establish surveillance systems.
·        
Identify and mentor key staff on coordination of
health activities at the transit and settlement
·        
Ensure consistent and timely collection,
utilisation and reporting of community health and facility-based health data
Human Resources:
·        
The incumbent will also recruit, select, orient,
supervise and develop all IRC health staff in Bidibidi as needed
·        
Identify training needs of health staff and
develop formal/informal training interventions or identify appropriate external
training that will enhance clinical, public health, management, and reporting
skills.
·        
Carry out semi-annual performance evaluation of
direct supervisee
Liaison:
·        
Represent the health program and maintain effective
relationships with District Health authorities, referral hospital authorities,
Health Unit Management Committee, OPM, UNHCR, refugee leaders and other NGOs.
·        
Work in liaison with other IRC program sectors
to ensure coordination and integration of programs
Communication and Reporting:
·        
Offer support in the preparation of monthly
health information system reports according to UNHCR, WFP and MOH formats.
Review reports for accuracy and consistency prior to submission.
·        
Provide regular feedback to the Kampala-based
Health Coordinator on project implementation through timely and complete
biweekly situational and monthly reports.
·        
Assist in writing donor reports.
·        
Assist in the preparation of donor proposals for
health related components of the refugee program and other health-related
projects within the district.
Budgetary:
·        
Manage the health-related component of the
project budgets including responsibility for ensuring expenses are appropriate
and incurred according to schedule.
·        
Miscellaneous
·        
Assist with any other duties as requested by the
Health Coordinator or Field Coordinator.
Qualifications, Skills and
Experience: 
·        
The applicant for International Rescue Committee
(IRC) Health Manager vacancy must be a qualified Medical Doctor (postgraduate
qualification in public health or similar will be an added advantage)
·        
A minimum of four (4) years working experience
delivering health services within multi-sectoral programs
·        
At least one year working in a comprehensive
primary health care program with refugees or conflict-affected populations
preferred.
·        
Previous experience and knowledge of the running
of the district health system, delivering services within framework of INGO and
Ugandan health sector strategic plan and policy.
·        
Prior experience supervising staff, preferably
in international organizational setting.
·        
Excellent oral and written communication skills.
·        
Excellent analytic and problem solving skills
·        
Experience in assessments, report writing and
proposal development
·        
Diplomacy, tact and representation competencies
·        
Computer skills in Office
