Saferworld is an independent international organisation working to
prevent violent conflict and build safer lives. We work with local people
affected by conflict to improve their safety and sense of security. We do this
by supporting effective policies and practices through advocacy, research and
policy development, and through supporting the actions of others. We have a
strong thematic focus to our conflict prevention work prioritising: people’s
security and access to justice services; gender norms that cause and perpetuate
violent conflict; the impact of external conflict drivers including weapons
flows; conflict-sensitive political, economic, development, and security
engagement; and inclusive and accountable governance and peacebuilding
processes.
Saferworld has been working in Uganda since 2001. Our main focus has
been on supporting civil society involvement in conflict prevention and
security provision, conflict-sensitive approaches to development, and
advocating stronger national and regional controls on small arms and light
weapons. Current priorities include delivering conflict sensitivity support to
institutions and stakeholders working on issues related to land and minerals
including working to improve conflict resolution and community safety in
Karamoja, northern Uganda, and other areas of central Uganda experiencing land
conflict and insecurity.
Job Summary: The Project
Manager – Conflict and Extractives will be responsible for the management of
Saferworld’s project, ‘‘Reducing conflict risks in the development of the
mineral sector in Uganda”. The incumbent will contribute to the development and
implementation of Saferworld’s work in Uganda. S/he will work in close
cooperation with government and civil society partners on conflict and
extractives in Uganda.
Key Duties and
Responsibilities: 
Contribute to the further development of Saferworld’s Uganda strategy
and programme through:
  • Regular
    analysis of context changes in Uganda
  • Inform
    and advance the development and implementation of Uganda strategy
    to build peace and tackle the prevention of conflict in Uganda;
  • Take
    lead in the Uganda country annual planning processes
  • Actively
    contribute to lesson-learning within Uganda, the wider Africa programme
    and to the integration of conflict and gender sensitivity as well
    as communications, M+E and capacity building across the organisation.
  • Contribute
    to the growth and development of Saferworld programme in Uganda through
    quality programme delivery processes.
Project Management:
  • Manage
    internal Saferworld and donor financial and narrative reporting
    systems as well as relationships with donors.
  • Design
    and oversee implementation of project objectives by the project team and
    partners.
  • Ensure
    effective budget holder responsibilities for Saferworld and
    partners.
  • Explore
    and build opportunities of programme growth in the course of implementing
    current projects
Staff Management and Development:
  • Develop
    and implement staff- and task- management practices including performance
    management of the staff in accordance with Saferworld and donor
    regulations and requirements.
  • Work
    in close coordination with the Head of East Africa, task-manage
    consultants and Saferworld’s international advisers contributing to the
    delivery of the project.
  • Manage
    the project team and ensure regular support and close interaction
    with all project partners.
  • Ensure
    the physical welfare, well-being and professional development of project
    staff.
  • Ensure
    Saferworld Security Protocols are adhered to at all times in the course of
    project delivery and for the safety of self, team members and
    Saferworld organisation
Partner Management:
  • Support
    partner capacity assessment and design capacity support interventions
  • Responsible
    for nurturing and maintaining a robust, honest and transparent
    relationship with Saferworld partners
  • Proactively
    work with partners to mitigate risk factors against the partnership and
    project delivery.
Networking, communication and advocacy:
  • Further,
    the incumbent will develop and maintain collaborative and strategic
    relationships with civil society partners and other stakeholders.
  • Work
    in close coordination with the Head of East Africa, represent Saferworld
    at national and international stakeholder meetings and actively undertake
    advocacy as per Saferworld policy and priorities.
  • Build
    and maintain collaborative relationships with other Saferworld staff
    working on policy and advocacy issues across the programmes as well as
    within the Policy, Advocacy and Communications teams.
Qualifications, Skills and
Experience: 
  • The
    applicant must hold a Master’s degree related to conflict or security
    studies, peacebuilding, development studies or similar; or equivalent
    practical experience on the issues.
  • A
    minimum of three years’ management experience, preferably in the
    non-profit sector, in a conflict-affected and logistically challenging
    environment, preferably experience working in Uganda.
  • Previous
    experience in project design and management, including financial and
    budget management and donor reporting (financial/reporting systems
    and requirements and overseeing financial procedures).
  • Expertise
    on conflict prevention, peacebuilding, or security issues
  • Broad
    knowledge and understanding of conflict sensitive programming and
    devolution
  • Excellent
    communication, team-management and team–building skills.
  • Experience
    in working with partners including providing mentoring, coaching, support,
    communication.
  • Experience
    developing and managing collaborative relationships with a wide variety of
    civil society, governmental and multi-lateral institutions.
  • Fluency
    in English both written and spoken. .
  • Experience
    with peacebuilding and land projects
  • Experience
    in designing and facilitating workshops and seminars.
  • Working
    knowledge and experience of gender, and participatory approaches to
    programming is desirable
  • Skills
    in social participatory research.
  • Staff
    security management experience
