About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008.  The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Senior Procurement Officer Process Assurance
will participate in the review, update and implementation of the internal
assurance systems for procurement processes. The Procurement Officer will also actively
participate in documentation of policies and standards such as quality manual,
standard operating procedures, change control policy, maintenance of records,
code of conduct, etc. The Officer will provide technical support and
Direction
to user departments and PDU staff at key stages of the procurement process to
ensure conformity with established guidelines.

Key Duties and Responsibilities:
  • Take part in the review, update and
    implementation of the procurement quality assurance system and manual;
  • Implement procurement quality assurance
    system for compliance with PPDA Act and regulations, and/or all
    development Partner guidelines;
  • Offer technical support and guidance to user
    departments and PDU staff at key stages of the procurement process;
  • Coordinate the procurement audits and
    responses.
  • Regularly review all procurement related
    documents and records to ensure compliance with the PPDA Act and regulations,
    and/or development partner guidelines;
  • File and reference all procurement related
    documents in the unit and records;
  • Perform any other duties as assigned by the Manager
    Process Assurance.

Qualifications, Skills and Experience:
  • The applicant for the UNRA Senior Procurement
    Officer Process Assurance job vacancy should hold an Honors Degree in Law,
    Procurement, Economics, Social Sciences or any other relevant Degree from
    a recognized University;
  • Professional Qualification in Chartered
    Institute of Purchasing and Supplies (CIPS) is an added advantage;
  • At least three years of hands-on experience
    in procurement in similar and reputable organization.
  • Demonstrated ability to work as part of a
    team and to develop subordinates;
  • Excellent interpersonal, particularly
    staff/management relation skills
  • Excellent oral and written communication
    skills;
  • High degree of integrity.
  • Computer literacy skills
