About UNRA:
The Uganda National
Roads Authority (UNRA) was established by the National Authority Act, No. 15 of
2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns.
Job Summary: The Transport Planner will be responsible for
formulation of strategies for development/enhancement of the National Road
Network encompassing the needs of all transport users including pedestrians,
cyclists and motorists taking into considerations environmental, efficiency and
safety issues. In addition, the Transport Planner will be responsible for modeling
traffic flows, analyzing and interpreting data and making recommendations.
Key Duties and Responsibilities:
·
Design
and carry out transport and travel surveys in line with the departmental
targets and guidelines;
·
Carry
out modeling of road network improvement options in line with departmental
targets and guidelines;
·
Carry
out simulations and forecasts of the effects of road improvements and policy
changes in line with the departmental guidelines and standards;
·
Assess
infrastructure requirements of new developments to inform National Roads plans
in line with departmental targets and standards;
·
Develop
initial design ideas for new or improvements to the National Roads network in
line with departmental targets and guidelines;
·
Assess
and advise on implementation of recommendations in the National Transport
Master Plan, National Development Plan, Vision 2040 and any other national or
regional plans in line with the departmental guidelines;
·
Respond
to audit reports in line with departmental guidelines and standards;
·
Develop
a risk matrix and put in place mitigation measures in the transport planning
department;
·
Participate
in planning, budgeting and reporting in line with departmental guidelines and
targets.
Qualifications, Skills and Experience:
·
The applicant
for the Uganda National Roads Authority (UNRA) Transport Planner job must hold
an Honors Degree in Civil Engineering, Highways Engineering, or any other
relevant degree;
·
A
Master’s Degree in Transport Planning or a related field and other post graduate
qualifications in Project Planning and/or Management will be an added
advantage;
·
Working
knowledge of the use of EMME/VISUM or any other Transport Modeling Software is
an added advantage; and
·
At least
five years of experience in the Transport Sector;
·
Experience
with Microsoft Project, Primavera or any other project/portfolio management
software is a must.
·
Computer
knowledge is a must.
·
High
level of integrity;
·
Proven
track record of outstanding performance;
·
Excellent
interpersonal relations;
·
Excellent
oral and written communication skills.
