training, grant support to developing countries including Uganda with
increasing emphasis on assistance to the least developed countries.
is a project implemented by the International Trade Centre (ITC) and financed
by the United Kingdoms’ Department for International Development (DFID). It
runs from 2015-2020. SITA’s outcome is to improve the competitiveness of select
value chains: coffee, cotton, textiles and apparel, pulses, spices, sunflower
oil, leather, ITES-BPO and emerging sectors of five East African countries:
Ethiopia, Kenya, Uganda, Rwanda and the United Republic of Tanzania through the
provisions of partnerships from institutions and business from India.
Project Officer – SITA Project Implementation will represent the SITA project
in Uganda and has the main role of acting as the key communicator between the
Ugandan project’s stakeholders and the Geneva based Project Coordination Unit
(PCU).
Responsibilities:
Uganda
In charge of managing the project office in
Uganda: includes supervising the administrative assistant, oversight of all
SITA activities in Uganda, providing logistical support and back-stopping;
Communication with UNDP Uganda for
implementation of activities;
Organize SITA Uganda National Consultative
Committee meetings: call for meetings, ask for updates on implementation,
prepare presentations, prepare final report;
Provide leadership on strategic direction for
Uganda SITA;
Representing SITA at national meetings and
events, including donor and stakeholder coordination;
Support Task Team leaders and PCU Unit in Geneva
in smooth implementation of activities in Uganda;
Regular communication with key institutions /
organizations in Uganda and follow up to ensure smooth implementation of
activities;
Participate in the development of annual, of
work plans;
Oversee in the maintenance and updating of files and records of documentation e.g. of
inventory of asset procured under the project;
Where needed, provide informal written and oral
translation between English, and native language of engagement country;
Provide advice to the Project Coordinator and
the Project Implementation Adviser as well as the sector task teams as
appropriate, on local technical and political considerations.
Supervise admin assistant in maintaining an up
to date Uganda stakeholders’ contact list
Perform administrative duties to support project
activities as and when the need arises;
Represent SITA at international and local
events; regular networking and raise awareness of SITA and SITA result;
Provide inputs to SITA communications team for
communications products (e.g. newsletter articles, blogs)
Offer support in the dissemination of knowledge
products of SITA in Uganda: e.g. investment profiles Research / write on policy
level issues as need arises (e.g. investment legislation changes)
Actively participate and contribute Uganda
specific updates to SITA PCU internal planning and reporting meetings;
Prepare monthly reports to PCU, including update
on activities implemented, results, and any relevant documents / mission
reports / evaluation forms etc
Connect ITC Geneva staff with relevant
individuals in Uganda.
Responsible for tracking all activities ongoing
in Uganda – Includes following up with the responsible person for the activities’
outputs and with participants/stakeholders
Raising early- warning / risks with PCU unit for
lagging implementation, or poor performances. Provide advice on mitigation and
ways forward.
strengthening support SITA’s activities under Output 5 on TISI strengthening,
across the region:
Provide advisory services to the PCU and other
ITC experts on the institutional landscape in East Africa
Support in the development of project activities
related to TSI strengthening
Experience:
The ideal candidate for the United Nations UNDP
National Project Officer – SITA Project Implementation career opportunity
should hold a Master degree in Agriculture, International Economics, Trade,
Business, Development or a related subject.
A minimum of ten years’ experience in trade
promotion/ export development/ sector development with a focus on developing
countries.
Previous experience in the use of computers and
office software packages (MS Word, Excel, Power Point, etc.)
Prior exposure and experience building and
maintaining partnerships with Government, other development partners and the
private sector;
Work experience in the United Nations System
projects would be an advantage.
Substantial experience in institutional
assessments and strengthening would be an asset
Working experience in a United Nations field
office in a developing country is an asset;
Willingness to travel;
Management experience in relevant field at the
national or international level.

situation in the country;
Foresees risks and allows for contingencies when
planning.
