the International Organization for Migration (IOM) is committed to the
principle that humane and orderly migration benefits both migrants and society
in general. The IOM mission in Uganda was established in 1988 and has since
been supporting the Government to address migration challenges and building
capacity of relevant stakeholders. IOM implements a range of programmatic
interventions in areas such as Refugee Resettlement; Emergency Response mostly
for refugees from South Sudan and Democratic Republic of the Congo; Migration
Health (Assessments and Promotion); Labor Migration and Human Development;
Counter-Trafficking and Migrant Assistance; Immigration and Border Management;
and Migration Governance, including policy and research.
With funding from
the Government of Japan, IOM Uganda is currently implementing the project
“Reduce Transnational Security Threats While Increasing Border Security and
Regular Migration in Uganda”
Under this project,
IOM will support the Directorate of Citizenship and Immigration Control (DCIC)
in reviewing its legal policy and procedures to facilitate the legal and
orderly movement of people in and out of Uganda and post entry management of
foreign Nationals. This will be achieved through review of Uganda’s visa, work
permit and citizenship guidelines. Furthermore, the development of the
guidelines will contribute to Government of Uganda’s efforts to facilitate
safely, orderly, and regular migration.
Job Summary: Under the overall supervision of IOM Chief of
Mission (CoM), and direct supervision of the Programme Coordinator and in close
collaboration with the Project Assistant, the successful candidate is expected
to perform the following tasks:
Key Duties and
Responsibilities:
·
Provide
technical assistance through reviewing Uganda’s visa, work permit and
citizenship policies guidelines to the needs of the DCIC which will be anchored
in the national migration context, and in line with the regional and
continental Free Movement of Persons Protocol.
·
Hold
stakeholder meetings with pertinent government ministries, departments, and
agencies to further understand their roles, experiences and more importantly,
the Government of Uganda data protection and privacy policy with regards to
Immigration Processes.
·
Conduct
a desk review on existing frameworks, reports, on specific needs of Uganda in
terms of visa, work permit and citizenship guidelines and compile best
practices.
·
Facilitate
consultative technical workshops with DCIC to review and confirm the
methodology, structure of the guidelines, first draft and final draft.
·
Prepare
final visa, work permit and Citizenship guidelines and recommendations which
take into consideration the consolidated comments from the pertinent
stakeholders.
Key Deliverables
·
Inception
report including findings from the desktop research and key stakeholder’s
interviews.
·
Facilitate
at least three consultative meetings with DCIC to review/seek approval for the
first draft and final deliverable.
·
Deliver
final guidelines.
Qualifications, Skills and Experience:
·
The
ideal candidate must hold a master’s degree (or equivalent advanced university
degree) from an accredited academic institution in Political Science,
International Relations, Social Science, Law, or any related field.
·
At least
ten years of working on research and development initiatives in an immigration
context.
·
Solid
experience working on various aspects of Immigration and Border Management,
free movement of persons protocol preferably within a national immigration
department or partner agencies in East Africa.
·
Experience
developing legal frameworks, policies, and guidelines.
·
Knowledge
of Uganda’s Immigration, human resource systems, administration, and
cooperation.
·
Experience
working in East African / African context.
·
Familiarity
liaising and working with senior-level government officials.
·
Good
track record of meeting deadlines.
·
Excellent
written and verbal communication skills in English
