About PPFA:
Planned Parenthood Federation of America (PPFA) has for nearly 100
years advanced its mission to provide comprehensive reproductive health care
services, to advocate for public policies which guarantee essential rights of
each individual and ensure access to such services, to provide educational
programs which enhance understanding of human sexuality, and to promote
research and the advancement of technology in reproductive healthcare. For over
40 years, PPFA has helped bolster nascent and growing sexual and reproductive
health and rights movements in developing countries. Recognizing that reducing
barriers to sexual and reproductive health services also requires supportive
laws and policies, PPG Uganda supports four local partner organizations to
provide sexual and reproductive health services to young people aged 10-24
through a project called Closing the Gap (CtG). This project’s focus is family
planning and abortion care services. In addition, PPG Uganda also implements an
advocacy project called Voices for Health and supports eight partners to
develop the advocacy competency work with policymakers and the general public,
in addition to monitoring and mitigating actions of opposition groups.
Job Summary: The Quality
Assurance Officer will work primarily with partners for PPG’s CtG project,
which focuses on family planning and abortion services, two complex areas given
the restrictive environment in Uganda. While the project has made great strides
in contributing to the well-being of the Ugandan population, one of the challenges
has been quality of care. The fellow will work jointly with PPG Uganda’s
service delivery project officer and Africa Regional Office (ARO) technical
staff, who support the full CtG project. PPG is developing a mentoring and
coaching strategy that aims to strengthen capacity of health workers and
facilities, and the fellow will support the partners in improving and
sustaining quality of care. While quality assurance is universal, there are
some contextual issues that are specific to the country and require in-country
medical staff; in this regard, information has been collected from 59
facilities that will help inform the fellow’s actions and strategy.
Key Duties and
Responsibilities:  
Enhance Quality of Care Framework:
  • Support PPG roll-out of the quality of
    care framework amongst partners and develop sustainable practices for the
    program
  • Work closely with the technical team in
    ARO/NY to roll out the quality of care framework
  • Review PPG’s quality assurance framework
    and develop a comprehensive update in line with Ministry of Health (MOH)
    materials, tools, templates, and guidelines
  • Keenly review relevant partner
    documentation and develop facility-based work plans with partners to
    address quality of care needs
Build Quality of Care Capacity:
  • Build the capacity of partners to identify
    and address quality of care gaps
  • Support partners to understand the quality
    assurance framework and how to operationalize
  • Integrate the quality assurance framework
    into the mentoring and coaching strategy
Additional Responsibilities:
  • Implement other appropriate activities as
    assigned
  • Adhere to PPFA code of conduct and policy
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Global Health
    Corps Quality Assurance Officer job placement should hold a Bachelor’s degree
  • Familiarity with or experience in quality
    improvement or quality assurance
  • Background or demonstrated interest in SRH
    service delivery
  • Exceptional communication skills and
    excellent writing skills
  • Previous exposure and experience in
    international sexual and reproductive health, or other related field
  • Passion for international health service
    delivery and advocacy
  • Proven computer skills and knowledge of
    Microsoft software (including Word, Excel, Access) and email programs
    (Outlook)
  • Ability to manage multifaceted projects
    and maintain multiple channels of conversation simultaneously
  • Self-directed and comfort working
    independently
  • Ability to navigate complex organizations
    with a smile
  • Exemplary professional etiquette and
    sensitivity to cultural diversity
  • Knowledge of PPFA activities
  • Broad knowledge and understanding of
    program and policy design, project analysis, evaluation, and support
  • Field-based knowledge of technical issues
    related to delivery of reproductive health programs, monitoring and
    evaluation, research, and building civil society capacity
  • Previous experience living and working in
    the developing world

Job Terms and Conditions:
Fellows will be provided with housing, health insurance and a living stipend of
$550/month. Additionally, fellows will receive an award of $1500 upon
successful completion of the fellowship year. Flights to and from the placement
site and all other costs associated with GHC programming are included,
including $600 in professional development funds. Housing arrangements vary
based on the placement organization and location within the country and are
subject to change. All housing will meet GHC safety standards. Common types of
housing include apartment, house, or living compound, and fellows may be housed
with other fellows or colleagues. Accommodations are basic but comfortable,
situated in Kampala, an urban center and capital of Uganda. National fellows
may have the option to remain in their own housing and receive a supplemental
housing stipend.
Note: The living stipend and
completion award may be paid out in USD or local currency, as determined by the
placement organization.
