to equip refugees and others affected by conflict in Africa to meet the
challenges of development through providing access to education, training, and
employment opportunities by advocacy and direct programme activity. Windle
Trust Uganda has been a leading provider of access to university education,
post-primary education, and vocational training for conflict-affected Africans
since 1996. WTU works in partnership with United Nations High Commissioner for
Refugees (UNHCR).
Job Summary: The Vocational
Centre Bursar will provide technical, financial and administrative management
of the School and ensure proper accounting records for all financial
transactions of the School are maintained. The incumbent will make periodic
financial reports to the Principal.
Key Duties and
Responsibilities:  
Collection of Revenues:
  • Makes
    collections of all revenues in the School.
  • Maintains
    clear records and follow-up revenue related matters as per guidelines
    given.
  • Assist
    transfer collected revenues from the School on a daily basis, for safe
    custody and subsequent banking.
Authorization of payments: Checks to see that all payments are authorized backed up with
proper receipts, invoices and / or other supporting documents.
Payment Vouchers Control:  See that all vouchers are properly
described, signed, duly approved, and stamped “paid” and supported by proper
receipts or other documents.
Cash and Bank Registers:
  • Writes
    the School cash registers (or other) and submits it to the Project
    Accountant in time for verification
  • He
    / She will be the cash custodian for the vocational Centre.
Stores: Ensure that
the vocational Centre stores are properly maintained.
School Fees: Prepare
monthly and termly school fees reconciliations for Principal and the Finance
Assistant, ensuring that expected revenues are collected and banked in time.
Other duties:
  • In
    charge of maintaining and updating the vocational Centre asset
    register
  • Support
    the Project Accountant in checking project stores and advising school
    staff on proper financial systems, procedures and monitoring their
    implementation.
  • Actively
    participate in School Budget preparation and monitoring that expenses
    are within approved budgets.
  • Carry
    out assigned administration duties directly or indirectly related to
    Windle Trust financial procedures.
     
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Windle Trust Uganda Vocational Centre
    Bursar job opportunity must hold a Bachelor’s
    Degree in Business administration, Accounting
  • A
    minimum of two years of proven experience in effective and
    efficient management of secondary education with high quality outputs.
  • High
    level of integrity, commitment and professional responsibility.
  • Ability
    to establish and maintain professional relationship with Teachers, parents,
    students and colleagues.
  • Broad
    knowledge and understanding of procurement source of Educational materials
    like textbook, laboratory equipment and other support materials.
  • Excellent
    interpersonal and team building skills, including the ability to work in a
    multi-cultural setting.
  • Excellent
    communication, organization and presentational skills demonstrated through
  • Ability
    to tolerate cultural, educational and religious diversity in the work
    place and capacity to work under pressure.
  • Ability
    to work independently within guidelines and clear expectations
  • Ability
    to work comfortably and efficiently with other staff learners/students and
    members of the communities within the Refugee settlement.
  • Fluency
    in written and spoken English.
