About Us:
The USAID/Uganda Private Health Support Program (the Program) aims to
strengthen, organize and mobilize the private sector to provide Ugandans with
the option of obtaining high-quality health services from private for profit
(PFP) providers. The Program’s key objectives are:
  • Expanded availability of health services
    by private service providers;
  • Increased affordability of private health
    services and products; and
  • Improved quality of private health sector
    facilities and services.
Job Summary: The Monitoring
and Evaluation Specialist will be responsible for:- Providing leadership and
guidance in monitoring and evaluation of Health Systems Strengthening (HSS) and
other above site activities, special studies, documentation, learning and
quality improvement.; ensuring that there are adequate Monitoring and
Evaluation (M & E) systems/ tools; planning and budgeting for studies and
assessments; providing technical guidance to implementing partners to manage
their data for learning, research and studies; ensuring that regular program
data is received for all above site activities according to a predefined
criteria and established quality standards; verifying entered data to ensure
completeness and accuracy, and compliance with the set standards; ensuring that
USAID/Uganda Private Health Support Program’s achievements are captured in the
USAID Performance Reporting System (PRS), Ministry of Gender Labour and Social
Development (MGLSD) Orphans and Other Vulnerable Children (OVC) Management
Information System (MSS) and MEEPP HIBRID web based systems plus other relevant
databases including DATIM.
Key Duties and
Responsibilities:  
  • Offer technical support and guidance to
    grantees in the areas of documentation, data management, data utilization
    and reporting; putting emphasis on national M and E systems including
    HMIS/DHIS2 and OVCMIS.
  • Manage a team of M&E Officer(s),
    delineating their responsibilities in order to support programmatic
    activities of PHS program and ensure these are monitored and evaluated in
    a timely, efficient and effective manner.
  • Coach, train, and mentor the M&E
    Officers with the aim of strengthening their technical capacity,
    exchanging knowledge within the M&E team and provide professional
    development guidance in conjunction with the M&E Team Lead and M&E
    Director.
  • Work in liaison with the M and E Director,
    to develop the Monitoring, Evaluation and Learning (MEL) plan and to
    contribute to the development of a vision and framework for the M&E
    unit.
  • Support the documentation of best
    practices and facilitate the use of such data to drive program design and
    decision making. Produce information to share lessons learned and for
    advocacy purposes.
  • Significantly contribute to managing the program
    activity database to facilitate timely production of strategic information
    to aid the Program’s decision making and programming.
  • Send timely feedback to partners and
    programme teams on projects’ performance based on monitoring data
    findings.
  • Develop data collection tools/ monitoring
    tools for collecting data on a set of agreed upon indicators as indicated
    in the AMEL Plan, and regularly update the Program MEL indicator table and
    monitor project activities, outputs and progress towards anticipated results.
  • Work with the M&E Team Lead to develop
    M and E work plans with clear performance and impact indicators and
    targets, and budgets.
  • Actively participate in and provide
    support to project design activities including development of project
    theories of change and strategic frameworks (Results Frameworks, Log
    Frames)
  • Work closely with program team leads to
    review grantee workplans, performance frameworks and budgets.
  • Organise program activity performance
    reviews and provide feedback on program progress to USAID/Uganda Private
    .Health Support Program staff and grantees.
  • Take lead in guiding the program and
    grantees/partners in improving collaboration, learning and adapting
    mechanisms within their organizations and with other stakeholders.
  • Conduct regular validation of data through
    Routine Data Quality Assessments from supported health facilities/
    organizations that is prepared/submitted or entered into the DHIS2 and
    OVCMIS by the district focal persons.
  • Ensure integration of continuous quality
    improvement during support supervision and technical assistance visits.
  • Conduct client satisfaction surveys and
    represent PHS in special M&E events.
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID PHS
    Monitoring and Evaluation Specialist career opportunity should possess a
    Bachelor’s degree preferably in B. Stat, BSc (Econ), BSc (Stat), B.
    Quantitative Economics, B. Population Studies or any other relevant
    degree. Masters in Monitoring and Evaluation, Public Health, Epidemiology,
    Statistics or any other relevant health degree.
  • At least six years working experience in
    monitoring and evaluation with substantive knowledge of current HIV/AIDS
    issues and familiarity with PEPFAR reporting requirements including an
    in-depth understanding of HMIS, DHIS2, HIBRID, DATIM etc.
  • Excellent organizational and management
    skills and the ability to work as a team and respond to deadlines.
  • Proven ability to train and build capacity
    of program staff and grantees in data management.
  • Knowledge and advanced training in Research
    and M&E including use of relevant software applications statistical or
    otherwise.
  • Broad knowledge and understanding of the
    M&E framework including use of the national response to HIV/AIDS.
  • Strong people skills; considerable
    experience of collaborative work; positive attitude to working with non
    M&E specialists and appreciation of the contribution others can make.
