About SPGS:
The ‘Sawlog Production Grant Scheme’ (SPGS) is a Ugandan government
project supporting establishment of the commercial forestry industry in Uganda
through provision of retrospective subsidized grants to private sector
farmers.  This initiative is as an
incentive for long term investment in commercial forestry for rural incomes and
mitigating climate change. The SPGS aims at increasing the incomes of the rural
population through commercial tree planting by medium and large-scale private
sector actors and the local communities themselves, while at the same time
helping to mitigate climate change effects through intensive afforestation. The
Food and Agriculture Organization of the United Nations (FAO) has obtained
funding from the European Commission (EC) to support the implementation of this
programme.
Job Summary: The Project
Manager is mainly responsible for the day-to-day operations of the project(s)
and provides services to the different donors, partners and beneficiaries.  He/she is expected to meet and exceed the
organizations performance and delivery goals. The incumbent will be responsible
for the overall coordination, implementation, supervision and delivery of the
grants under SPGS III. S/he shall liaise directly with the Project Board (PB)
as well with representatives of FAO. S/he shall be responsible for all
technical, planning, managerial, monitoring, progress and financial reporting
for the project. S/he will provide overall supervision for all staff in the
Project Team. This will include recruitment and performance monitoring. The
Project Manager will consult and coordinate closely with the FAO team in
Kampala.
Key Duties and
Responsibilities:   
 Stakeholder Management:
  • Build solid working relationship with the
    Project Board (Executive, Senior Users and
  • Senior Suppliers), client and key
    stakeholders;
  • Manage communications and ensure
    stakeholders are aware of project activities, progress,
  • exceptions and are in a position to accept
    handover products;
  • Advise the client on issues that may
    impact the achievement of their outcomes (including issues of sustainability
    and post project requirements such as maintenance);
  • Manage the information flows between the
    Project Board/Head of Implementation and the project(s)
Delivery and Performance:
  • The incumbent will implement approved
    project plans (including the establishment of milestones) within
    tolerances set by the project board
  • Manage the development of the required
    products, taking responsibility for overall progress and use of resources
    and initiating corrective action where necessary
  • Advise the Project Board and Head of Implementation
    of any deviations from the plan
  • Identify and manage risks so that maximum
    benefit to client and stakeholders is achieved
  • Manage and review product quality and
    ensure products are accepted
Procedures:
  • Ensure that all expenditure comply with
    UNOPS Financial Rules and Regulations (FRR).
  • Understand and manage UNOPS overheads,
    allocable charges, and related corporate charges as they apply to the
    project
  • Understand the unique structures of the UN
    and budget appropriately for personnel
  • Manage and remain accountable for
    expenditures against the budget (based on accurate financial reports)
  • Where the Project Manager has no
    delegation as a committing officer, s/he retains these responsibilities
    and will monitor and instruct/request others to carry out the relevant
    commitments and disbursements.
Knowledge Management: 
  • Complete lessons learned as per reporting
    format
  • Incorporate lessons learned from others as
    per planning format
 Monitoring and Project Controls:
  • Ensure that ensure that the project
    produces the required products within the specified tolerance of time,
    cost, quality, scope, risk and benefits. The Project Manager is also
    responsible for the project producing a result capable of achieving the
    benefits defined in the Business Case. 
  • Contribute to the overall business targets
    and needs.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    Office for Project Services (UNOPS) Project Manager career opportunity should
    hold a Bachelor’s degree in public or business administration,
    international development, natural sciences, social sciences, environment,
    economics, engineering or related discipline. Possession of a Master’s
    degree (relevant) will be an added advantage
  • A relevant combination of academic
    credentials and/or industry certifications and qualifying experience may
    be accepted in lieu of the university education.  
  • PRINCE2 Practitioner Certification –
    Preferred
  • Certifications in PRINCE2® Foundation
  • A minimum of seven years’ experience for
    Bachelor’s degree holders (or 5 years of experience for Master’s degree
    holders), in project management with increasing management responsibility
    in fields related to the assignment;
  • At least two years of skills in Grants
    Management
  • At least two years of skills in Project
    Management
  • At least two years of skills in Client
    Management
  • At least two years of skills in Budget Management
  • At least two years of skills in Partner
    Management
  • At least two years of skills in Project
    Management Support
  • At least two years of skills in Reporting
  • At least two years of skills in Monitoring
    and Evaluation
  • Experience of aligning project goals with
    wider development frameworks for long term benefits and understanding of
    cross-sectorial national planning processes will be highly regarded;
  • Previous exposure and experience in Grants
    management is highly desirable;
  • Financial management experience of large
    and complex multi-country budgets;
  • Previous experience in the operational
    aspects of large UN-funded projects or similar regional/multi-country
    projects is desired;
  • Experience working in Africa is an asset.
  • Languages: Fluent in English
Personal Competencies:
  • Demonstrated flexible cross-cultural team
    leadership, diplomatic and negotiation skills;
  • Demonstrable excellent verbal and written
    communications skills, both at a technical level and in the preparation of
    information for policy makers and wider civil society;
  • Excellent working knowledge of English;

    of international organisations;

    dynamic inter-disciplinary and/or multi-cultural team;
  • The ability to meet project deadlines,
    often under difficult circumstances;
  • Demonstrated drive for continuous
    improvement and incorporation of lessons learned and best practices into
    business process routines;
  • Demonstration of professional behaviour
    and personal ethics, transparency and openness to encourage respect and
    similar behaviour from colleagues in the workplace;
