About US:
Westminster Foundation for Democracy (WFD) is an independent foundation
sponsored by the Foreign and Commonwealth (FCO) and the Department for
International Development (DFID). WFD specialises in parliamentary
strengthening and political party development. 
It does this by supporting the development of parliaments, political
party structures and civil society organisations.  It is uniquely placed to draw directly on the
expertise of the Westminster political parties in all its work.
About EU-Programme:
From May 2014, WFD implemented an EU-funded programme in Uganda which
closed mid-November 2016. This programme worked to enhance civil engagement and
political dialogue on the implementation of legislation supporting the United
Nations Convention on the Elimination of All Forms of Discrimination Against
Women (CEDAW), with the ultimate goal of reducing the levels of violence
suffered by women and girls. WFD implemented this programme in Kapchorwa and
Bukwo districts in the east, and Gulu and Nwoya in the north, through local
partners. Following the end of this programme, WFD is in the process of
developing a new core-funded programme in Uganda, which will likely focus on
women and youth. WFD is therefore looking to recruit an experienced Country
Representative to lead WFD’s new programme in Uganda and ensure a smooth transition
from the previous programme. The WFD implementation approach consists of two
key principles: (i) to work with key stakeholders such as Parliament and
committees, and (ii) to deliver programmes with both local and international
expertise.
Job Summary: The Country
Representative for Uganda will have responsibility for management of WFD’s
programme in Kampala, which will include the design of a new programme,
planning and implementation, through to transition/end of project, as well as
budget management, monitoring and evaluation and fundraising. The incumbent
will play a central role in stakeholder management (MPs, political parties,
parliamentary Secretariat, academic institutions, think tanks, civil society as
well as the international donor community and the British High
Commission).  The post holder will also
be expected to contribute to development of future business opportunities
specifically for Uganda and to contribute to WFD’s work in the region.
Key Duties and
Responsibilities:  
Programme Management: Managing the full programme cycle
utilising standardised programme management tools including, work breakdown
structures, project logic, logframes etc.
  • Regularly consult and work with the
    programme’s local partners and stakeholders to tailor activities against
    set objectives.
  • Coordination
    and planning of inward and outward visits
  • Source
    and contract suppliers for delivery of programme activities
  • Review
    progress of programme according to WFD’s monitoring and evaluation
    guidelines
  • Conduct
    programme activity follow-up with direct and indirect beneficiaries
  • Develop
    and apply programme communication’s strategy
  • Maintain
    an up-to-date risk register
  • Based
    on the outcome review either close-down of programme or transit into
    second phase 2
Programme Stakeholder Management:
  • Develop
    WFD’s presence in Uganda and establish trust with the Parliament and its
    administration
  • Develop
    and maintain stakeholder mapping
  • Consult
    and work with the programme’s beneficiaries and partners to ensure buy-in
    for the programme in its design and implementation.
  • Build
    and maintain key donor relations
  • Work
    with the UK High Commission and other donors to coordinate work.
Financial and Administrative Responsibility:
  • Responsible
    for profiling, forecasting and financial management of the programme
    budget
  • Responsible
    for keeping track of finances
  • Responsible
    for accurate and timely financial reporting to WFD
  • Responsible
    for ensuring an accurate asset register is maintained by the office.
  • Responsible
    for ensuring that expenditure incurred in country complies with EU
    standards and policies
Reporting and Analysis:
  • Research,
    analyse and report on trends on parliamentary practices and
    political reform issues and developments in Uganda. Use information to
    explore new opportunities for continued programmes in Uganda.
  • Research
    and prepare policy advice relating to the programme and on new
    policy issues and priorities in Uganda.
  • Responsible
    for quarterly report/ annual reports in compliance with WFD reporting
    guidelines.
  • Undertake
    information gathering for WFD Board of Governors and other analysis as
    required by WFD
Fundraising and business development:
  • Identify
    and explore fundraising opportunities
  • Develop
    relationship with key donors
  • Develop
    funding proposals and bids
Business development and programme design:
  • Identify
    funding opportunities through frequent communication with donors
  • Conduct
    needs and context analysis, design and develop bids for the new programmes
    or extensions on existing programmes.
Risk Management:
  • Properly
    apply WFD’s risk management policy and procedures in their areas of
    responsibility and to assess and manage risk appropriately, particularly
    where WFD operates outside its stated ‘risk appetite’.
  • Ensure
    that their staff are informed of their responsibilities in relation to risk
    management and have an awareness and understanding of WFD’s risk
    management policy and procedure.
  • Ensure
    that an appropriate system of risk management is maintained and to
    escalate matters of ‘high risk’ to relevant peers and the Accounting Officer
     
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Master’s
    Degree level or above in a relevant discipline such as political science,
    law, social development, public administration or international relations
    desired; Bachelor’s Degree required.
  • Broad knowledge and understanding of
    gender equality issues in Uganda
  • Previous experience implementing UK funded
    and/or USAID, UNDP, EU, or other OECD donor-funded programmes
  • Significant experience of gathering and
    consolidating information for monitoring and evaluation purposes
  • Broad understanding of issues facing youth
    in Uganda
  • Extensive knowledge of the political
    environment in Uganda
  • Broad knowledge and understanding of
    parliamentary and political systems
  • Significant experience in designing and
    implementing programmes.  This
    should include management experience of parliamentary strengthening or
    related democracy development work.
  • Strong English, written and oral
    communications skills necessary to produce proposals and reports and to present
    them to WFD’s Board and funders, to donors, and to local partners and
    other stakeholders
  • Broad knowledge, understanding and
    experience of financial management and numerical competency
  • Significant experience of producing
    programme reports with analysis and documentation of outcomes and
    programme learning
  • Significant experience in fundraising
