Job Summary: The Child
Protection Specialist will provide technical support to UNICEF’s child
protection programming and interventions for emergency response in Uganda that
are line with UNICEF Core Commitments to Children in humanitarian Situations.
The Child Protection team currently supports local and INGOs to deliver CP
interventions for refugees from South Sudan. The SM will facilitate the
planning, harmonization, implementation and effective monitoring and reporting
of these interventions. The incumbent of the post will contribute to ongoing
emergency preparedness planning through the provision of child protection
technical input within the field office in line with Regional South Sudan
Response Plan and UNICEF Country Office Reponses Plans and will ensure good
coordination with UNHCR that has the mandate for the general protection of the
refugees and with the OPM
Key Duties and
Responsibilities:  
Support to program/project development and planning:
  • Offer support in the preparation/design and
    conduct/update of situation analysis for the child protection in emergency
    programs/projects and/or sector to ensure that current comprehensive and
    evidence based data on child protection issues are available to guide
    UNICEF’s strategic policy advocacy, intervention and development efforts
    on child rights and protection and to set program priorities, strategies,
    design and implementation plans. Keep abreast of development trends to
    enhance program management, efficiency and delivery in the emergency response
  • Actively participate in strategic program
    discussion on the planning of child protection programs/projects.
    Formulate, design and prepare programs/projects proposal for the sector,
    ensuring alignment with the overall UNICEF’s Strategic Plans and Country
    Program emergency response plans and coherence/integration with REHOPE
    strategy.
  • Work in liaison with and collaborate with
    internal and external colleagues and partners, OPM, UNHCR to discuss
    strategies and methodologies and to determine field level priorities to
    ensure the achievement of concrete and sustainable results for children in
    emergency.
Program management, monitoring and delivery of results:
  • Actively participate in monitoring and
    evaluation exercises, program reviews/ annual reviews with government,
    OPM, UNHCR and other counterparts to assess progress and to determine
    required action/interventions to achieve results in emergency.
  • Prepare weekly, bi weekly and monthly
    reports to identify gaps, strengths/weaknesses in program, identify
    lessons learned and use knowledge gained for development planning and
    timely intervention to achieve results for children.
  • Actively monitor PCAs through field
    visits, Program Quality Assurance checks to assess progress, identify
    bottlenecks and potential problems and take timely decisions to resolve
    issues /or refer to relevant officials for timely resolution.
  • Prepare Site briefs and support donor
    missions to refugee settlements and host communities
Technical and operational support to program implementation:
  • Actively participate in child protection
    program meetings, CPWG meetings at field and country office level,
    including program development and contingency planning discussions on
    emergency preparedness in the country or other locations designated to
    provide technical and operational information, advice and support.
  • Draft policy papers, briefs and other
    strategic program materials for management use, information and/or
    consideration.
Networking and partnership building:
  • Build and sustain effective close working
    partnerships with relevant government counterparts, national stakeholders
    through active networking, advocacy and effective communication around
    CPiE.
  • The incumbent will also prepare
    communication and information materials for CO program advocacy to promote
    awareness, establish partnership/alliances and support fund raising for
    child protection programs and emergency interventions.
  • Actively participate and/or represent
    UNICEF in appropriate inter-agency discussions and planning on child
    protection in emergency, ensuring organizational position, interests and
    priorities are fully considered and integrated in the UNHCR briefs and
    reports on the response.
Innovation, knowledge management and capacity building:
  • Stay abreast, research, benchmark and
    implement best practices in child protection in emergency management and
    information systems. Assess, institutionalize and share best practices and
    knowledge learned.
  • Organize and implement capacity building
    initiatives to enhance the competencies of clients/stakeholders to promote
    sustainable results in child protection in emergency
  • Ensure the functionality of CPIMS at field
    level
Key Result Areas:
  • Provide technical leadership to the
    development and implementation of the child protection in emergency (CPiE)
    interventions for South Sudanese refugee children
  • Program management, monitoring and
    delivery of results on CPiE against the programme targets and indicators.
    Report weekly and monthly on the CPiE activities and results to both GZO
    Chief and the Chief of Child Protection
  • Contribute actively to the development of
    Programme documents for enhancing the partnership between UNICEF and CSOs
  • Networking and partnership building and
    co-chair the Child protection working group with UNHCR in the districts
    where the south Sudanese refugees are settled
  • Innovation, knowledge management and
    capacity building
Qualifications, Skills and
Experience:
  • The applicant for the United Nations
    UNICEF Child Protection Specialist career placement should hold an
    Advanced University degree in international development, human rights,
    psychology, sociology, international law and other social science field is
    required.
  • At least five years of professional
    experience in Child Protection planning, reporting and management which
    includes relevant experience in Child Protection in Emergency in UNICEF or
    in UNHCR is required.
  • Working experience as a chair or co-chair
    of a Child Protection in Emergency working group or cluster is an asset
  • Fluency in English is required.  Knowledge of another official UN language
    or a local language is an asset
