Raising The Village International (RTV) is a Canadian non-profit
organization which works in works with hard to reach “last-mile” villages in
Uganda focused on ending extreme poverty by eliminating immediate barriers of
scarcity, nurturing income-generation activities and building local capacity,
while moving communities toward economic self-sufficiency.
Key Duties and Responsibilities:  The Project Officer works with RTV project partners, prospective villages, coordinates with third parties, and supports all aspects of project as follows:
Assessments and Data Collection:

  • Conduct the initial project visits for prospective visits
  • Complete the preliminary assessment report identifying key priorities of community members
  • Create the recommendations and content for discussion with team for project selection
  • Conduct the full community assessment and populate necessary data for design and load into Dropbox including;
  • Stakeholder Assessment
  • Risk and Issues document
  • Monitoring and Evaluation Plan
  • Logframe
  • Workplan
  •  Budget
  • Project Viability Models and additional plans
  • Document key contact information of (LC3, LC1, CDO, and specific individuals)
  • Community mapping and needs prioritization
  • Conduct Household income surveys and village data surveys for Design and M&E Team
  • Complete photographs and sharing for data repository
  • Create 5 year plan community vision document
  • Conduct project review with the RPS, OM, NPO, and peer review for approval

Implementation and Facilitation:

  • On-going Management of Workplan and Budget
  • Selection of contractors and bids for sign-off by RPS
  • Management of infrastructure programs
  • Completion of training and facilitation programs
  • Implementation of programming
  • Implement community management and training
  •  Monitor performance of programs and maintenance
  •  Identification of risks and issues
  •  Conduct on-going interviews of leadership and community on performance, participation, and perceptions
  • Track and review on-going financial reports and progress

Project Management and Expense Reporting: Project management reporting at weekly and monthly intervals:
Weekly Activities:

  • Report weekly plan of activities and key deliverables to RPS every Friday for coming week
  • Debrief with RPS on progress on specific tasks on Wednesday, and every Friday full project report (covering deliverables, key issues and risks, key activities in village)
  • Identify key issues and risks for projects during project reporting
  • Prepare Kisoro office accountability and ensure bi-weekly (by 14th and 28th) submission to head office of records and receipts.

KEY OUTPUTS: Weekly Report and Status Updates
Monthly Activities

  • Create forecasted monthly plan of activities as related to the project workplan on 3rd week of month
  •  Provide RPS and with planned trips schedule, key activities to implement, key deliverables on 3rd week of month
  •  Support the Programs Director as requested on project specific activities
  •  Complete the preliminary assessments and data collection of progress for a project pipeline and on-going operation

KEY OUTPUTS: Monthly Forecast of Activities (Trips, Deliverables, Activities), Monthly Actuals Report, Preliminary Assessments and project specific activities.
Monitoring and Evaluation:

  • Project Officers support the M&E team in data collection, reporting and analysis providing feedback and commendations to RPS, and the programs team.
  •  Quarterly and Annual Activities
  • Collect Monitoring and Evaluation data for M&E team on a regular and timely basis

KEY OUTPUTS: Project Monitoring and Evaluation Data Reporting


Qualifications, Skills and Experience:  
Raising The Village is seeking a professional with 3 to 5+ years of work experience in community development programs, and a demonstrated long-term passion for community development. Candidates who fit the following criteria are strongly encouraged to apply:

  • University Degree in Business, Economics, Community Development, or related fields
  •  Fluent in local languages (Lufumbira/Lukiga)
  • Experience with Microsoft Word, Excel, Computer skills
  •  Project management at a village level experience
  • Energetic and physically able to hike on high terrain, ability to travel 80% of time
  •  Self-starter

Preferred Skills: 

  • Organizes workload effectively while remaining aware of changing priorities and competing deadlines
  • Accurately completes multiple tasks while taking into consideration special assignments, frequent interruptions,
  • available resources and multiple reporting relationships.
  • Strong training & facilitation skills.
  • Strong communication skills, both verbal and written English, and team player
