About Us:
Forum for African Women Educationalists (FAWEU) is an international
non-governmental organisation which was launched in February 1997 as part of a
bigger network of 34 National Chapters across Africa with a primary aim of
addressing gender disparities in education that were manifested through low
rates of access to education, retention, performance and completion of girls
starting from upper primary school through secondary up to higher education
levels.  
Job Summary: The Programme
Officer will provide support in planning, budgeting and implementation of the
MasterCard Foundation Higher Education Access Programme activities in all
regions of operation. The incumbent will ensure that high quality work is done
in the delivery of services towards achieving the objectives of the programme.
Key Duties and
Responsibilities:  
Planning, Budgeting and Implementation:
  • Actively participate in the Programme
    Planning process
  • Participate in the programme budgeting
    process
  • Ensure that programme specific activities
    are effectively and efficiently implemented as per programme calendar
  • Assist in identifying programme
    requirements through research, feedback and interaction with beneficiaries
    and key stakeholders
  • Actively participate in the beneficiary
    identification process
  • Ensuring proper follow-up for proper
    implementation of outlined activities among different stakeholders
  • Bring to the attention of the supervisor
    in a timely manner any issues that would affect the effective
    implementation of programme activities for urgent attention
Networking, Advocacy and Stakeholder Management:
  • Assist in the organizing of regular
    meetings with both internal and external stakeholders to foster positive
    relationships
  • Actively participate in the designing and
    implementation of effective advocacy strategies
  • Participate in networking, advocacy and
    building support systems for programme sustainability within the regions
    of programme implementation
  • Assist with the development of public
    relations and communication strategies to support program goals and
    increase awareness about the programme
Documentation, Replication and Mainstreaming:
  • Ensure clear documentation of programme
    success stories as well as filing and maintaining all programme documents
    in both soft and hard copy
  • Prepare and submit good quality reports to
    the immediate supervisor in a timely manner
  • Collect useful and relevant information
    and maintain an up to date databank that can be used in programme quality
    improvement
  • Support the Chapter with the documentation
    and sharing of lessons learned and replicate sound practices
Monitoring and Evaluation, and Reporting:
  • Actively participate in the monitoring of
    programme activities
  • Contribute to quality and timely programme
    reporting
  • Support provision of feedback to
    stakeholders
Finance, Accountability, Procurement and Human Resource Processes
  • Make timely requests and accountability
    for all funds advanced to you
  • Maintain a high standard of stewardship
    and accountability for all funds and assets entrusted to you
  • Ensure safety of all assets under your
    charge and report all faults to administration
  • Liaise with the administration team for
    logistics on programme activities as may be required
  • Prepare performance plans and participate
    in performance evaluations and appraisals as scheduled
  • Adhere to all FAWEU Policies and
    Procedures
Others: Perform any other duties that may be assigned to you by
your supervisor from time to time
Qualifications, Skills and
Experience:  
  • The applicant should hold a Bachelor’s
    Degree in Education, Social Sciences, Social Work and Social
    Administration, Development Studies, Adult and Community Education or
    related field
  • Possession of a Post Graduate Training in
    Project Planning and Management is essential
  • A minimum of three years’ experience in
    programming in an international or local NGO work environment in a similar
    position, one of which should have been in Uganda
  • Experience working on girls’ education and
    development issues will be of an added advantage
  • Strong analytical skills
  • Working knowledge of project planning and
    management
  • Demonstrated capacity building skills
  • High standard of integrity, discretion and
    loyalty
  • Actively seeks out feedback on their
    performance (both results and behaviors) with a view to continuous
    learning and growing
  • Self-driven and able to work under minimal
    supervision
  • Proven ability to work effectively with
    others to achieve results with strong people leadership skills and
    abilities
  • A commitment to girls and women
    empowerment as a route to development
  • Builds relationships –ability to establish
    and maintain positive working relationships with others both internally
    and externally to achieve the goals of the organization
  • Demonstrated understanding of concepts and
    application in organizational learning and knowledge management
  • Demonstrated report writing skills
  • Computer literacy skills i.e. MS Word,
    Excel, Statistical Packages, and Database is essential
  • Broad knowledge and understanding of the
    concepts and practices of participatory development approaches
  • Budget Management skills
  • Excellent Communication skills
