Job Summary: The Grants
Design Monitoring, Evaluation and Reporting Specialist will plan, develop and
manage program performance monitoring and evaluation systems, research and
establish information/data base for World Vision Uganda Grants in line with
World Vision Uganda National Office Strategy and improve the performance and
quality of their programming through enhanced Design Monitoring and Evaluation
(DME) function and system.
Key Duties and Responsibilities:  
Capacity Building:
  • Develop capacity of staff to utilize
    existing M&E tools for proper tracking and reporting in line with
    World Vision Uganda M&E Framework (LEAP), including coaching and
    mentoring for staff, partners and other stakeholders on Design,
    monitoring, evaluation & research.
  • Provide technical assistance, guidance,
    and direction—related to M&E plans and systems, performance management
    for grants and the Karamoja region in World Vision Uganda. Support DME
    staff in design of above named projects, monitoring of projects and
    preparing project progress reports.
  • Guide staff in grants and Karamoja region
    in preparing progress reports in accordance with approved LEAP reporting
    formats and ensure their timely submission. This includes monthly reports,
    quarterly progress reports, annual project reports, inception reports,
  • Develop a capacity building and mentorship
    program for the grants DME team aimed at enhancing their capacity and
    skills to assume increased M&E and programming responsibilities in
    line with WVU M&E frame work and Donor guidelines
Monitoring and Reporting:
  • Develop and lead the implementation of the
    overall grants M&E framework including annual project reviews,
    participatory impact assessments, process monitoring, operations
    monitoring and lessons-learned workshops
  • Analyze program data and periodic reports
    from different grants and the Karamoja Region into periodic management
    reports usable for demonstrating evidence towards progress on National
    Office Strategy, for Technical Project Managers, senior management, Senior
    Leadership and other WV partnership offices.
  • Support all grants in World Vision Uganda
    including Karamoja Region to undertake activity tracking and results based
    monitoring of outputs and outcomes using standardized reporting templates/
    formats, protocols, guides, dashboards and databases ensuring contribution
    to the National Office Strategy
  • Promote utilization of data/information at
    program, sector and division level through regional meetings, at
    management meetings or conferences for grants and the Karamoja Region
  • Coordinate the process of annual outcome
    monitoring for grants and the Karamoja Region to ensure that all
    participate in the national outcome monitoring process using LQAS
    methodology and the adoption of ODK and GIS technology
  • Perform periodic data quality assessments
    to ensure validity, integrity, precision, reliability and timeliness of
    all performance data; identify any deficiencies and suggest corrective
    actions; and assist the technical team members to maintain electronic and
    hard copy files.
  • Establishing and managing a performance
    monitoring framework for grants with clear goals, outcomes, outputs,
    inputs, processes, indicators, data needs and sources, and reporting
    formats and frequency, for effective monitoring, reporting and updating
    progress of the grants.
  • Support strategic thinking and planning in
    relation to integration of the management information system (MIS) and
    application of M&E data.
  • Support programs to generate Most
    Significant Change evidence in form text i.e. magazines, or digital
    videos.
  • Promote evidence based learning through
    undertaking operations research and documentation at National Office and
    program level through undertaking research, engaging programs in research,
    initiating topics or themes for research.
  • Support grants and the Karamoja Region in
    documenting and disseminating innovations and new research findings
    related to DME
  • Synthesize and summarize trends in AP
    monitoring data and data generated from evaluations from grants and the
    Karamoja Region that can be used to inform national level programming
Design, Planning and Resource acquisition
  • Coordinate planning and implementation of
    monitoring, evaluation & research initiatives and actively facilitate
    and support development of grants annual work-plans and budgets
  • Participate in designing of
    grants/proposals and ensure alignment of grants to the national office
    strategy and LEAP frame works
  • Coordinate annual review and planning
    process for grants and the Karamoja region in line with the national DME
    calendar
  • Support resource acquisition through
    development of concepts, proposals and response to RFAs
Assessments and evaluations:
  • Provide technical guidance in conducting
    assessments, baselines and Evaluations in line with established LEAP or
    donor related guidelines at a National level. In addition, identify the
    need and draw up the Terms of Reference for specific studies; Recruit,
    guide and supervise consultants to implement special surveys and studies
    required for evaluating programs effects and impacts.
  • Support and strengthen adoption and use of
    Lot Quality Assurance Sampling (LQAS) methodology using Open Data Kit
    (ODK) or any emerging recommended software for annual monitoring of grants
    projects outcomes, assessments, evaluations or baseline surveys
  • Contribute to all program development,
    research and needs assessments by monitoring the changing needs of target
    communities, identifying opportunities in line with WV Uganda mission
    & strategy and monitoring international best practices and development
    trends.
  • Regularly monitor and follow up on
    utilization of recommendations from evaluation surveys across grants and
    Karamoja Region
  • Conduct meta evaluation of all completed
    program evaluations to establish key learning and recommendations to inform
    future evaluations
Quality assurance for grants:
  • Assure quality of data by enforcing data
    quality for grants and the Karamoja Region through routine data and
    M&E system quality audits at project level, or grants, WV partners and
    sub grantees.
  • Offer technical support to field staff in
    grants and Karamoja region on integration of the strategy standard
    indicators into ongoing or new programs/projects.
  • Plan for and implement program planning
    and review meetings in line with the national strategy detailed implementation
    plan/National Annual Operating Plan
  • Keenly track timely implementation and
    reporting of programs plans
  • Support grants in reviewing management
    reports as well as other M&E reports to ensure validated M&E data
    and M&E compliance with recommended guidelines, formats and standards.
  • Compile graded grants summary reports on
    quality and develop summary reports key findings and learning
Information Systems Management:
  • Offer technical guidance to grants M&E
    teams in the utilization of national MIS systems (Horizon, GIS, OVC
    databases, WASH MIS, Automated Database) and build
  • Roll out partnership initiatives from the
    EARO and Global Centre such as Horizon, GIS for grants and any other
    databases and ensure that these are rolled out to all programmes at a national
    level
  • Provide meaningful data summaries and
    visualization to demonstrate result to the NO and clusters on the
    contribution each of the program in regions is performing
  • Support application of software for
    results based monitoring and evaluation such as SPSS, EPIDATA, EPIINFO,
    STATA, GIS
Qualifications, Skills and
Experience:
  • The applicant for the World Vision Grants
    Design Monitoring, Evaluation and Reporting Specialist career placement
    should hold a Master’s degree in development studies, public health,
    demography, biostatistics, statistics, or a related field is required.
  • At least five years’ experience managing
    data intensive programs in designing, monitoring, and evaluation
    methodologies is highly desirable.
  • Previous exposure and experience with
    qualitative and quantitative M&E data collection and analysis methods,
    including tracking outcome indicators, is desirable.
  • Working knowledge of designing and
    managing M&E systems at a national level for effective generation of
    monitoring data used in tracking Programme and improved service delivery
    and support related to development programming
  • Previous experience in proposal writing
    and development, grants management
  • Prior exposure and experience in designing
    M&E methodologies and tools, and the ability to coach and train others
    in their use is desirable.
  • Excellent command of MS Excel, and working
    knowledge of at least two statistical data management packages/software’s
    (quantitative & qualitative) e.g., SPSS, Nvivo/Nudist, EPIINFO, STATA
    etc
  • Significant experience in analyzing,
    interpreting, and reporting on M&E results so that lessons can be
    learned and incorporated into programming is desirable.
  • Report writing, research, monitoring and
    evaluation.
  • Ability to work with inter-disciplinary
    teams and a wide range of program/project activities.
  • Excellent report writing and communication
    skills
