About Us:
The Uganda Bureau of Statistics (UBOS) is a semi-autonomous agency of
Government responsible for maintenance of the National Statistical System (NSS)
to ensure the collection, analysis and dissemination of official statistical
information. The Bureau has a dual role as the principal statistics producing
agency and as supervisor, monitor and coordinator of the NSS.

Job Summary: The Director-
Information Technology will provide professional and strategic oversight for
the Information and Technology (IT) mandate of the Bureau. The incumbent
provides vision and leadership in developing and maintaining appropriate and
adequate IT infrastructure, automated systems, databases and technical support
skills for statistical production, dissemination and management processes in
accordance with the Bureau’s strategic plan.
The IT Director is a member of the UBOS Management Committee and will be
expected to work collaboratively with other management members in developing
and implementing the Bureau’s strategic plans.
Information Technology will provide professional and strategic oversight for
the Information and Technology (IT) mandate of the Bureau. The incumbent
provides vision and leadership in developing and maintaining appropriate and
adequate IT infrastructure, automated systems, databases and technical support
skills for statistical production, dissemination and management processes in
accordance with the Bureau’s strategic plan.
The IT Director is a member of the UBOS Management Committee and will be
expected to work collaboratively with other management members in developing
and implementing the Bureau’s strategic plans.
Key Duties and Responsibilities:
- Providing strategic leadership on all IT
matters of the Bureau including strategic and tactical planning,
development, implementation, coordination and evaluation of the
information and technology systems of the Bureau. - Directing the long term capacity planning
for the Directorate in terms of employees, equipment sourcing and
management. - Plan, implementing necessary disaster
recovery procedures and performing periodic re-design and improvements on
the UBOS disaster recovery system. - Managing and monitoring of the
development, implementation of servers, infrastructure, security, networks
and security systems in the Bureau. - Ensuring the continuous delivery and
operation of integrated operational and administrative information
systems. - Ascertaining that the Bureau’s network is
up-to-date with the information systems standards set by the industry and
regulatory bodies as well as up-to-date with prevailing trends. - Providing leadership to the IT staff
through planning, prioritising workloads, setting objectives, conducting
appraisals, capacity building and development while ensuring that staff
are competent to deliver results. - Overseeing the development and
implementation of the national statistical database or databank,
information management systems, website, data portals and statistical
dissemination systems. - Providing guidance on the development,
implementation and management of statistical data processing systems as
well as the IT policies and framework. - Working with NITA – (U) to promote
e-government initiatives in the organisation and representing UBOS on
national and international IT related issues. - In charge of developing technical
specifications of procurement of IT related goods and services (hardware
and software maintenance) to ensure value for money. - Preparing, producing and implementing the Directorate’s Annual
Work Plan, Budget, Procurement Plan and the Quarterly Reports in
accordance with the Bureau’s strategic objectives
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate should preferably hold
a Master’s Degree in Information Technology, Computer Science, Information
Management or Information Systems; MBA (IT Bias) as a must. - Possession of a Bachelor’s degree with
honours in Information Technology, Information Systems, Computer Science,
Mathematics, Statistics (Computing Option) from a recognised University; - ICT professional certification is a must.
- Post graduate training in Management or a
Business related field is an added advantage. - A minimum of ten years’ proven working
experience in IT of which four years should have been at a Senior Officer
Level or strategic IT leadership role; - Practical knowledge of information systems
management: - Practical knowledge of management
information systems, IT protocols, application of innovations and ability
to head and forecast the constantly changing IT environment; - Previous experience with managing
multi-specialised IT staff; - Practical hands-on experience in managing
big networks and web or data portals; - Good knowledge of E-government
initiatives, applications and tools; - Solid knowledge about data information
sources across the government
and non-government systems; - The position requires a flexible person, a
fast learner and a self-driven individual with the ability to
conceptualise IT issues and device solutions in real time. - Good knowledge and appreciation of
statistical techniques, including their application. - Strong leadership and management skills;
- Exemplary and honest character, integrity,
energy, dynamism,
innovativeness as well as fast and yet strategic thinking capacities; - Excellent interpersonal, people
management, presentation and team playing skills; - Self-motivated, focused and professionally
disciplined, with the drive and dynamism to work under pressure of
competing deadlines in order to achieve desired goals; - Excellent analytical and problem-solving
skills; - Good time management skills;
- A pro-active attitude and ability to work
with, motivate and/or stimulate subordinates; - Good advocacy and negotiation skills;
- Excellent oral and written communication
skills, result-oriented skills and experience in managing objectives with
the customer in mind; and - Good judgment, creativity, high sense of
responsibility, tactful, ability to plan, organize and measure outcomes of
interventions as well as work under minimum supervision. - Age: 30 – 50 Years
