Umeme is the largest electricity distribution company in Uganda, with a
mandate of operating, maintaining, upgrading and expanding the electricity
distribution network, retailing electricity to its customers, improving
efficiency within the electricity distribution system. Umeme Limited is listed
on the Uganda Securities Exchange and cross-listed on the Nairobi Securities
Exchange since 2012. Umeme has over 620,000 customers of which 20% are on
pre-paid metering, a staff complement of 1,400 employees and has over the last
9 years invested US$ 271 m in the electricity distribution system.
Job Summary: The Head of
Supply Chain Management will provide strategic and operational leadership to
the SCM function through leading the resource planning, procurement and
inventory management processes to improve efficiency and shareholder value.

Key Duties and
Responsibilities:  
  • Develop and implement the SCM strategy and
    framework.
  • Develop a risk management framework for
    SCM and work with the Enterprise Risk Management (ERM) team to mitigate
    risks that may affect operations of the SCM function.
  • Take lead in the development and
    implementation of the annual inventory management and procurement plans
    for the organisation.
  • Ensure that policies and processes within
    the SCM function are adhered to and updated periodically to address the
    needs of the business in line with the ERM framework.
  • Develop fit-for-purpose contracting
    strategies that match project objectives.
  • Execute the role of secretariat to the
    Procurement Committee.
  • Steer the development and update of a
    supplier list for all goods and services of the Company and ensure that it
    is approved by the Procurement Committee and Senior Management Team.
  • Develop innovative contracting approaches
    consistent with category strategies, business requirements and value
    objectives.
  • Participate in and lead a team of users,
    legal and an independent technical expert in every contract negotiation
    meeting.
  • Keenly review requests for changes to
    Terms and Conditions based on project needs from the user departments or
    queries about contracts from the suppliers.
  • Assist the category managers with the
    supplier capacity planning process to ensure supply continuity.
  • Review and approve sequencing and
    prioritisation of category management initiatives and resources.
  • Assign and enforce accountability for
    performance targets with respective departments and the supply chain
    management function.           
  • Review and manage performance of the SCM
    team in line with specific strategic objectives of the business.
  • Prepare and send SCM reports to management
    and the Board of Directors, where required, for strategic review and
    decision making.
  • Resolve disputes between user departments,
    SCM and/or suppliers.
  • Manage the development of physical
    infrastructure, and the optimization and implementation of systems and
    processes to enhance the performance of SCM.
  • Oversee the business continuity and
    disaster recovery plan and implementation for the supply chain.
  • Respond to and resolve issues arising from
    both internal and external audit exercises.
  • Provide leadership and performance
    management support to the SCM team.
Qualifications, Skills and
Experience: 
  • The ideal candidate should hold a
    Bachelor’s degree or equivalent in Engineering, Procurement, Business Administration
    (Finance), Statistics or associated discipline.
  • Possession of a postgraduate qualification
    in procurement and Supply Chain Management (Such as CIPS, CPSM, CSCP or a
    Master’s Degree in a Supply Chain Management field).
  • Member of an accredited Supply Chain
    Management professional body.
  • A minimum of twelve years of working
    experience, five of which should have been spent in a leadership role in
    Supply Chain Management.
  • Significant experience in supply chain
    management for capital intensive projects, with in-depth understanding of
    multiple product and service categories.
  • Broad knowledge and understanding of the
    budgeting process for capital intensive projects, utility operations and
    regulation.
  • Expert knowledge of contract terms and
    conditions.
  • Excellent interpersonal and communication
    (verbal and written) skills.
  • Experience in use of an Enterprise
    Resource Management system or a procurement and logistics management
    system.
  • Proficiency in the use of Microsoft
    Office.
