Job Summary: The Human
Resource Officer will work closely with the Human Resources Manager, by serving
as the human resources liaison to departmental managers and staff by providing
HR practical solutions, overseeing the provision of staff support services such
as Human Resource Administration, Resourcing, Training and development,
Recruitment and selection of employees.

Support the HR function by maintaining accurate and up to date records

- Ensure that all of the paperwork that
should be in an employee’s file is there, for instance that each member of
staff has a job description, contract, annual review etc; and that all of
the paperwork is current and updated as required - Take the initiative to report to the
appropriate Head of Department, in the case of missing paperwork, and
providing support for compiling the relevant documentation - Ensure that all automatic actions /
routines are carried out according to the schedule set by the HR Manager
(e.g. end-of-probation appraisals, contract renewals, recurrent training
etc) - Maintains HR MIS up to date & ensures
information in MIS is also updated as needed
Ensure a timely and accurate processing of payroll data to help the
team provide a proactive and efficient payroll service:

- Compile and review staff overtime,
absenteeism and clock in and out records to ensure that there is accurate
computation of salaries as defined and agreed in service / employment
contracts - Regularly monitor and review that all
overtime requests in the HRMIS are appropriately reviewed by the managers
/ approvers and approved to enable HR compile the adjustments on the
payroll PLUS other deductions. E g Loan deductions, and other allowable
deductions are made - Work in close liaison with finance and the
respective line managers checking the master roll to ensure that all
workers salary complaints are addressed in a timely manner and that all
workers have been communicated on the progress / conclusion of their
grievances. - Maintain an up to-date HR payroll
database, and ensure that employee bio-data, and pay information are
regularly, updated in the HR software system in order to ensure accurate
payments. - Provide the finance department with
regular updates, changes and any adjustments of pay information necessary
for journal adjustments. - Ensure timely processing of Local service
tax, performance bonus, cola payments and all required documentation - Prepare, analyse and carryout monthly
payrolls adjustments for Care staff and contract, in line with information
submitted from the HRM and Finance department - Follow up and compile attendance records,
time sheets and other relevant information for Care staff and contract
staff, timely preparation and execution of payroll adjustments and payments
Manage and coordinate welfare activities in a way that supports staff
physical and emotional wellbeing: Including, but not limited to:

available health information, stress management information, etc; taking
responsibility for liaising with procurement to ensure the provision of
condoms - Ensure regular updates to Care’s staff of

development plans that are aligned with the CO competency framework - Participate in supporting Care Uganda
implement a CO wide Gender Action Learning process that will help CO grow
its competency and capacity in addressing GED at the work floor - Support CO to identify key learning themes
relevant for staff broadly, over and beyond the individual development
plans; Support CO with resource acquisition and management for such

adequately qualified and competent staff: Including, but not limited to:

- Support hiring managers to develop jds and
profiles that are aligned with the CO competency framework and always
reflect GED (quality control over JD and profile development before
advertisement is put out) - Coordinate job evaluation committee and
ensures it is reviewing and grading new jds or jds that have undergone
significant changes. Documents all decisions of Job Evaluation Committee - Coordinate participatory, objective,
competency based recruitment processes that result in the selection of the
most competent staff for the job (again taking GED into consideration at
all times during selection) - Regularly update and oversees
implementation of the CO orientation package - Supports hiring managers to deliver
quality and relevant orientations, well adapted to the requirements of the
job - Ensure that new staff are fully aware of
the expectations of their role and are provided with the support, training
and information that they need to function effectively

implementing a performance management system that enhances the performance and

annual targets for all staff & reports delays or problems to SMT while

conducting end of year final performance appraisals and reports delays or

in the implementation of the Performance Appraisal System and organization

performance objectives and progress in promoting GED is assessed during
meetings and end of year appraisals, in a manner and to an extent

- Liaise with accountable managers to keep
them informed of the progress of staff on compassionate or sickness

required documents are submitted by the staff e.g. the bed rests requests
by the docs - Ensuring that the leave requests are being
approved by the various and monitor that staff are not taking leave in
excess of their entailment’s , any excess leaves taken or un authorized
leaves are recovered - Supporting the finance team in ensuring
that the PARS are entered in the system and approved by the various
managers in time. Send reminders on behalf of finance to staff who have
not completed the time sheets. - Timely sharing of monthly leave status / company
liability report is printed and shared with Finance for purposes of
reconciliation - Entering approved staff leave requests
into the database along with absence information; producing a monthly
report highlighting any discrepancies

- Ensure that all paperwork required by
health service providers is accurately completed, updated as appropriate
and submitted in a timely manner - Coordinate quarterly sensitization and
review meetings with the service provider for medical and GPA to ensure
they are still providing to the expected standards - Liaise and work with Medical Insurance
service provider to ensure that all Care Uganda staff and registered
dependents are duly insured, and that medical cards are promptly issued
for both staff and nominated dependents, and that they are able to access
medical care - Keenly review the performance of the
service provider to ensure that they are performing to the standards
expected and ensure that the service provider is informed in time of any
departures from the CARE plus quarterly utilization reports staff their
statements are share - Monitor staff views on the quality of
service so that areas for improvement are addressed and resolved - Review supplier invoices to ensure that
charges to Care Uganda are correct and accurate in line with contracts and
agreements.
