About Trócaire:
Trócaire is an Irish development organisation with over 40 years’
experience that works through local partners to implement programmes in the
organisation’s priority areas of Building Sustainable Livelihoods, Governance
& Human Rights and Gender. Trócaire’s programmes in Uganda are managed by a
small country team based in the office in Kampala with regular travel to
Northern Uganda. Trócaire works through a partnership approach and is a member
of worldwide networks such as Caritas and CIDSE. This is an exciting time in
the history of the organisation as we embark on our new strategic plan for
2016-2020. In Uganda, Trócaire is working to deliver the new strategic plan
focusing on resource rights and gender based violence.
Key Duties and
Responsibilities:   
Policy Analysis (20%)
  • Develop a thorough understanding of the
    resource rights, especially land, context including the Uganda law and
    policy environment, and other relevant policies as they relate to
    land/natural resources
  • Stay abreast with the role of external
    actors such as the World Bank, ILA, GIZ, IJM, ZOA, LEMU, Landnet and MLHUD
    amongst others.
  • Read and digest relevant land policy
    reports and media coverage of specific issues and provide summary analysis
    on content and tone;
  • Production of timely, relevant policy
    documents including briefs and reports, on land issues with clear and
    accurate information.
  • In charge of the production of
    evidence-based policy messages on land issues for staff and partners to
    use/adapt for advocacy targets.
  • Identify land trends and issues for
    Country Management Team that may require further analysis.
Advocacy (20%)
  • Elaborate and coordinate a coherent policy
    influencing strategy on resource rights including land for Trócaire Uganda
    based on sound analysis and a thorough understanding of the collective
    knowledge and views of Trócaire, our partners and the operational context
  • Work in close collaboration with advocacy
    partners, engaging in advocacy influencing activities to develop and
    deliver the resource rights advocacy strategy.
  • Identify opportunities in relation to key
    resources rights advocacy issues and draft position papers for review and
    publishing.
  • Support the design and management of
    resources rights research projects, including TOR development, management
    of research teams, review of research reports and dissemination.
  • Learn from Trócaire Head Office and other
    organisational and external documented on rolling out new approaches and
    methods in relation to advocacy (e.g. digital advocacy, social media and
    online fora) and explore how to apply these in the Ugandan context.
Technical Support And Capacity Building (15%)
  • Offer timely technical support to partners
    and the country team on resource rights including the VGGT Guidelines,
    customary land tenure, the Uganda Land Law and Ugandan Land Policy and
    processes.
  • Mentor and train programme staff and
    partners on policy and advocacy concepts and methodologies and generate
    training materials and resources for this.
  • Train programme staff and partners on
    Trócaire’s approach to resource rights and generate training materials and
    resources for this.
  • Provide technical support to the programme
    team and partners to develop and implement donor and programme specific
    resources rights advocacy strategies ensuring coherence to the overall
    Trócaire Uganda approach.
  • Review and critically assess project and
    programme proposals and processes, collectively with partner organisations
    and the programme team
  • Ensure the mainstreaming of a rights-based
    approach in our resource rights policy work through capacity building,
    materials development, oversight and follow-through activities.
  • Ensure the mainstreaming of a women’s
    empowerment and where appropriate disability in our resource rights policy
    work through capacity building, materials development, oversight and
    follow-through activities.
Institutional Funding (15%)
  • Take lead in the development of
    institutional funding applications on resource rights policy issues
    (concept notes and full proposals) in close coordination with Uganda programme
    team, Regional Business Development Manager and partners, including:
  • Preparing action plans outlining tasks,
    schedules, and responsibilities for the proposal development process
  • Facilitating the convening of proposal
    design workshops
  • Contributing to the proposal content,
    particularly narrative and budget design.
  • Lead inception workshops and support the
    development of M&E framework of newly acquired funding proposals.
  • Take lead in the development of donor reports
    in close coordination with programme team.
  • Assist in the development of institutional
    funding applications on resource rights and agriculture (concept notes and
    full proposals) in close coordination with Uganda programme team, Regional
    Business Development Manager and partners
  • When necessary, attendance at strategic
    meetings with donors or key stakeholders in Uganda in relation to
    programming.
Networking (15%)
  • Maintain a dynamic relationship with
    Trócaire’s Head Office teams, including advisers, and mainstream relevant
    policy papers and ensure ongoing sharing of information.
  • Network with relevant NGOs and
    institutions nationally to ensure that Trócaire is abreast of emerging
    issues and is adding its voice to critical debates.
  • Represent Trócaire in spaces that reflect
    on resource rights policy issues.
  • Take a leading role in coordination of
    civil society actors involved in resource rights issues especially the
    Northern Uganda Land Platform.
Communications (10%)
  • Ensure the documentation of learning on
    resource rights in a way that can be easily communicated to internal and
    external audiences.
  • Proactively seek out interesting stories
    on resource rights suitable for use in media and communications work
  • Produce leaflets, briefings, brochures and
    case studies on resource rights work of Trocaire and her partners.
  • Copy-edit key work on resource rights from
    partners and programme staff within the office.
Other (5%)
  • Support the programme team in working
    towards programme integration
  • Participate in wider organisational
    planning and review work, as and where appropriate.
  • Any other reasonable duty as may be
    assigned by the line manager that is consistent with the nature of the job
    and its level of responsibility.



Qualifications, Skills and
Experience:  
  • The ideal candidate should preferably hold
    a Bachelor’s degree in Social Science, Development Studies, or a related
    area.
  • Possession of a post-graduate
    qualification in a relevant area is desirable
  • At least five years of working in an
    international or local organisation in Uganda or abroad.
  • Minimum three years of working in
    resources or land policy issues
  • Significant experience in advocacy and
    policy, particularly in managing/implementing advocacy-related programming
    in relation to natural resources or land.
  • Previous exposure and experience in gender
    analysis/gender mainstreaming.
  • Experience of strategy development and
    proposal writing.
  • Experience of managing institutional
    funding
  • Significant experience of working in a
    partnership arrangement with civil society organisations and the use of
    participatory approaches to development.
  • Excellent research, analytical and
    critical evaluation skills.
  • Excellent writing skills with proven
    experience in policy writing.
  • Proven results-based management skills.
  • Excellent interpersonal, communication and
    facilitation skills, particularly in promoting organisational learning.
  • Excellent communications skills
  • Good gender analysis/mainstreaming skills.
  • Highly organised, with excellent planning,
    prioritisation and problem-solving skills.
  • Good financial skills, particularly in
    designing and managing budgets.
  • Excellent report writing skills and an
    aptitude for designing projects and proposals.
  • Competent in Microsoft packages (Word,
    Excel and PowerPoint) and with internet/email.
  • Demonstrate a commitment to gender
    equality and an ability to influence and engage others to support gender
    issues.
  • Capable of working efficiently under tight
    deadlines.
  • Spoken and written fluency in English.
  • Sympathetic understanding of the Catholic
    Church’s role in relief and development.
  • Ability to work with women and men from
    diverse backgrounds
  • Demonstrated and active commitment to
    gender equality and Women’s Empowerment.
  • Ability to work to deadlines with accuracy
    and attention to detail.
  • Ability to learn on-the-job, and an
    interest in learning about the context, issues and strategies of
    Trócaire’s programming in Uganda
  • Willingness to travel frequently in
    country.
  • Ability to work irregular hours on an
    occasional basis.
  • Highly self-motivated with proven ability
    to take initiative.
  • Good team player who is able to establish
    solid working relationships with colleagues in country as well as in Head
    Office.
  • Clear understanding of policy issues
    impacting land tenure especially customary land tenure in Uganda
  • Understanding of the rights-based approach
    and its application in development programming.
  • Broad knowledge an dunderstanding of
    development issues and contexts, preferably in the areas of Sustainable
    Livelihoods, Resource Rights, Human Rights, Gender Equality and Women’s
    Empowerment.
  • Understanding of programme cycle
    management and Programme Quality theories, including M&E systems and
    Results Based Management and impact assessment.
  • Commitment to Trócaire’s Vision, Mission
    and Values and an understanding of a partnership approach to development.
