About US:
The Ministry of Health (MoH) has received funds to support a five year
Cooperative Agreement (CoAg) with the United States of America Centers for
Disease Control and Prevention (CDC). The Cooperative Agreement will support
HIV prevention, care and treatment policy development, strategic information
and the current National Laboratory Strategic Plan. The MOH intends to use some
of the resources under this assistance to support several technical positions
in the AIDS Control Program (ACP), Central Public Health Laboratories (CPHL),
Resource Center, and National TB and Leprosy Program (NTLP) to execute the
function of policy formulation and monitoring implementation. The staff to be
recruited under this support will be contracted by the MOH under the support
received from CDC through the CoAg. The contracts are initially for one year
with a provision for annual renewal up to four years subject to availability of
funds and satisfactory performance of the staff.

Key Duties and
Responsibilities:

- Providing technical support in financial
Management to the Project Manager - Preparing project monthly cash flows
- The incumbent will be reconciling bank
statements with cash books to iron out discrepancies - Working closely with the Accounting
Officer of the Ministry to effect payments - Preparing and submitting monthly budget
monitoring reports - Providing financial support and back up to
all project teams - Coordinating both Internal and External
Audit and implementation of Audit Recommendations. - Ensuring Accountability of Project
financial Resources. - In charge of participating and guiding the
Budget Preparation process - Preparing project annual and monthly
financial statement of accounts - Ensuring that Monthly Statutory Returns
are submitted to Relevant Authorities
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the CDC Project
Accountant/ Financial Controller job placement must hold an Honors
Bachelor’s Degree in Commerce (Accounting option) or Business
Administration (Accounting option) or Business Studies (Accounting option)
or Finance and Accounting from a recognized Institution - Full professional qualification in Accountancy
such as ACCA, CPA, ACIS and CPE obtained from a recognized awarding
Institution/body accredited by ICPAU from a recognized Institution - Current registration with ICPAU will be an
added advantage - A minimum of five years’ experience in
managing funds under donor funded projects, familiar with US Federal
Government (PEPFAR/CDC) financial management regulations. - Knowledge of Accounting Packages like
quick books, Navision etc. - Demonstrated knowledge of financial
Management - A team Player with good communication and
interpersonal skills - High financial integrity and ethics
