Job Summary: The Senior
Finance Manager will be responsible for supporting the Finance Controller in
managing the day to day operations of the Finance Department. The SFM will be
responsible for Donor Reporting, Budget management and financial reporting for
the Uganda country program. She/he will be required to provide support in grant
and budget preparation and reporting in line with the IRC and donor regulations
and capacity building of the finance team in all various financial management
areas.
Key Duties and
Responsibilities:  
Compliance:
  • Ensure adherence to IRC and donor
    budgeting/grant policies and procedures.
  • Promptly inform the Finance Controller of
    any areas of concern of potential or suspected violations of policies and
    procedures.
  • Ensure there are no negative audit
    observations/findings related to budgeting and grant management. If
    required, corrective actions plans are developed & implemented to
    address audit findings.
  • Make sure that all IRC Uganda budgeting
    practices are compliant with global IRC and donor Procurement policies
    (UNHCR, UNFPA, SV, Pfizer,SIDA etc), Uganda Government regulations and
    legislation.
Budgeting and Reporting:
  • Tasked with the preparation and revision
    of grant budget proposals and current grant budgets
  • Preparation of the required donor
    financial reports for review by the Finance Controller.
  • Review the budget spending and advise
    relevant staff on spending status and ask for feedback on all over/under
    spending.
  • Prepare and update spending plan for all
    active grants in conjunction with the appropriate budget holders.
  • Participate in the monthly Grant review
    meetings and present the spending status. Follow the action points based
    on the comments from the meeting.
Financial Reporting:
  • Supervise Month end closing process
  • Prepare monthly financial reports (balance
    sheet, bank and cash reconciliations, and expenditure) to Headquarters.
  • Review spreadsheets from field sites
    before uploading to sun, and providing feedback to the field staff
    regarding their monthly templates
Staff Management:
  • Mentor and supervise the Finance Staff
  • Capacity building for the finance team in
    budget management, financial and donor reporting among others
Other duties/responsibilities:
  • Support the Finance Controller with
    internal and external audits when required.
  • Perform other duties, as appropriate or
    requested by Finance Controller.
Qualifications, Skills and
Experience: 
  • The ideal candidate should have experience
    in budget management and reporting working on operating budgets, grant
    budgets and involved in new BVA system reporting.
  • Donor reporting experience including
    ;Ability to prepare quality reports for majority of the IRC donors key
    ones being UNHCR, UNFPA, SV, Pfizer,SIDA
  • This position requires a motivated,
    flexible, problem-solving team-player with excellent analytical,
    communication skills and the ability to prioritise activities and work to
    tight deadlines.
  • Financial reporting-timely and quality
    reporting, month end close processes
  • Good communicator with strong
    organizational, time management and analytical skills
  • Good understanding of donor compliance and
    IRC systems
  • Excellent communication skills
  • Good in hand experience of advance Excel
  • Flexibility to adapt to changing
    requirements
  • Experience in Capacity building for the
    finance team in all areas mentioned above and others
  • The capacity and willingness to be
    extremely flexible, accommodating and working with tight deadlines
