About IFDC:
The International Fertilizer Development Center (IFDC) is a public
international organization (PIO) governed by an international board of
directors with representation from developed and developing nations. The
non-profit center focuses on increasing and sustaining food and agricultural
productivity in developing countries through the development and transfer of
effective and environmentally sound crop nutrient technology and agribusiness
expertise.
About ISSD Project:
The Integrated Seed Sector Development (ISSD) Plus Uganda programme is
coordinated by CDI and implemented by Wageningen UR Uganda, the legal entity in
Uganda. This is a four-year project, funded by the Embassy of the Kingdom of
the Netherlands, Kampala. The ISSD Plus project aims to strengthen the
development of a vibrant, pluralistic and market-oriented seed sector that is
able to address key challenges that hamper the seed sector development such as
seed quality assurance and availability of foundation seed. In addition, the
project has four field based stations at 4 NARO zonal offices. The project
supports farmer groups to become local seed businesses producing quality
declared seed in those zones.
Job Summary: The Monitoring
and Evaluation Officer will be charged with the role of assisting the ISSD
Monitoring and Evaluation Coordinator in all matters regarding Program Planning
and Design, program Quality, Monitoring and Evaluation, Capacity building,
Technical representation and networking at different levels.
Key Duties and
Responsibilities:  
  • The jobholder will be defining, assessing,
    facilitating and developing M&E functions for ISSD-Plus project.
  • Tasked with monitoring and evaluation,
    guarantee validity of project data and lead on modalities on the ISSD
    M&E data base.
  • Assist the M&E Coordinator to prepare
    a detailed work plan for the development and implementation of a
    Monitoring and Evaluation (M&E) System for ISSD Plus.
  • Developing indicators, data collection
    monitoring forms and reporting mechanisms
  • Organizing capacity assessments, project
    data collection activities, analysis, and present programme information to
    evaluate performance and inform decision-making.
  • Establishment of program database system,
    Management Information Systems (MIS) and ensure its accessibility to all
    program implementers and partners at all levels
  • Significantly contribute to the design of
    and conducting surveys and special studies across the zones to assess
    programme interventions and/or supervise field data collection.
  • Contribute to the design and
    implementation of data collection tools to be used for routine monitoring
  • Collaborate with Coordinators and Experts
    in conducting spot checking and routine monitoring of field activities and
    also during the time that surveys are ongoing.
  • Facilitate collection of quality data from
    the different zones and enter these into a central data base under the
    supervision of the M&E Coordinator.
  • Contribute to annual programme reviews
    including review of the M&E Plan
  • Periodically update and maintain the
    database and manage data in order that it is accessible to staff.
  • Support the communication Advisor to
    document best practices and lessons learned by providing key documentation
    from any case studies undertaken in the period under review.
  • Contribute to capacity building of the
    Programme staff through sharing training materials and providing sessions
    to share knowledge gained in M&E related trainings.
  • Organize and facilitate M&E training
    workshops for staff and partners and demystify M&E concepts
  • Provide M&E information to management
    and teams for decision making, management and improving programme
    strategy/interventions.
  • Keenly analyse data based on regular
    monitoring for both learning and reporting purposes as well as providing
    evidence based feedback to staff and a wider team.
  • Assist the M&E coordinator in
    preparation of the quarterly and annual reports reflecting project
    performance and impact result indicators
  • Support the M&E Coordinator to
    interpret and disseminate M&E findings vis-à-vis program goals,
    objectives and activities to different audiences
  • Participate in district wide networks
    focused on coordination, trends in movements of communities, and sector
    assessments as needed.
Qualifications, Skills and
Experience:
  • The ideal candidate for the International
    Fertilizer Development Center (IFDC) Monitoring and Evaluation Officer job
    opportunity must hold a University degree in any of the following
    disciplines: Social Sciences, Program Management Monitoring and
    &Evaluation, Community Based programs, Social Work and Social
    Administration or related disciplines;
  • A minimum of three years’ professional
    experience in Monitoring and Evaluation programs in agricultural sector or
    project work, community services;
  • Previous exposure and experience in
    managing quantitative and qualitative data collection and analysis,
    soliciting information from individuals of varying socio-economic, ethnic,
    and linguistic backgrounds;
  • Excellent conceptual and analytical skills
    directly related to the work in the seed sector, including excellent
    writing skills;
  • Strong computer skill, proficiency in word
    processing MS Word, MS Excel, MS Access internet use; knowledge in website
    content management systems and data management software like statistical
    packages (SPSS and STATA etc.) is an added advantage;
  • Ability to work well in a
    multi-disciplinary team, excellent interpersonal skills, analytical and
    attentive to detail;
  • Capacity to produce high quality reports
    and willingness to travel extensively in Uganda;
  • Previous experience in the Uganda seed
    sector is an added benefit.
