About NITA-U:
The National Information Technology Authority-Uganda (NITA-U) was
established as a statutory body under the National Information Technology
Authority, Uganda Act, 2009 as one of the key players in the Information and
Communications Technology Sector. Its mandated is to coordinate, promote and
monitor IT development within the context of national social and economic
development, with a vision as “a facilitator of a knowledge-based, globally
competitive Uganda where social transformation and economic development is
supported through IT enabled services.”
About World Bank RCIP Program:
The Government of Uganda has secured funding from the International
Development Association (IDA) to finance various activities under the Regional
Communications Infrastructure Program (RCIP). The Regional Communication
Infrastructure Program (RCIP) Uganda will complement existing country ICT and
e-government Infrastructure initiatives by helping boost the already existing
e-government infrastructure and bridge the financing and technical gaps. The
project will be implemented by the National Information Technology
Authority-Uganda (NITA-U). The beneficiaries will be the Ministry of
Information Communications Technology (MoICT) and Public Procurement and
Disposal of Public assets Authority (PPDA).
Job Summary: The
Communications and Marketing Specialist will primarily develop and implement a
communication and marketing function at NITA-U to strengthen stakeholder
support and engagement in order to facilitate the smooth and successful
implementation of the RCIP and other NITA-U initiatives
Key Duties and
Responsibilities:  
  • Formulate and implement a Strategic
    Marketing and Communications Plan for RCIP and other related NITA-U
    activities including goal setting, benchmarks, and metrics of progress and
    achievements of RCIP;
  • Work in close conjunction with the Project
    Coordinator and Component Managers, lead the monitoring and evaluation of
    the RCIP communications and marketing activities
  • Develop, implement, manage and monitor the
    stakeholder management plan so as to develop relevant communications and
    marketing messages and maintain congenial and constructive partnerships
    with them;
  • Create and implement communications and
    marketing strategies to increase uptake of e-services and other NITA-U
    programs;
  • The incumbent will also develop and
    proactively implement a Communications Crisis Management plan for NITA-U
    and lead teams where appropriate to execute all communications activities
    and public relations;
  • Send regular feedback on the public’s
    perceptions, expectations and concerns regarding the project and other
    NITA-U services that impact the utilization of e services/ICT services in
    Uganda;
  • Actively promote RCIP knowledge management
    and Information sharing amongst NITA-U Staff, Project Staff and other
    stakeholders;
  • Build and manage media relations in
    addition to overseeing the development and production of press releases,
    marketing materials, annual reports, advertisements and other related
    material;
  • Ensure timely and effective dissemination
    of information about NITA-U’s products, services, events etc. to all
    stakeholders using all available platforms such as NITA-U websites and
    related portals
  • Develop Terms of Reference for activities
    that would be entrusted to service providers and specialised agencies and
    manage associated contracts;
  • Regularly update the NITA-U website and
    government portals with new content and relevant information or as may be
    requested by Project Coordinator, Component Managers or Executive
    Director;
  • Participate in the project’s budgeting and
    work planning processes;
  • Prepare monthly marketing and
    communications reports;
Key Result Areas:
  • A Strategic Marketing and Communications
    Plan for the RCIP with a clear Implementation Plan showing a detailed
    resource list and estimated budget;
  • An evaluation instrument for monitoring
    and measuring the achievement of the goals and targets laid out in the
    Strategic Marketing and Communications Plan for the RCIP;
  • A Stakeholder Management Plan;
  • Communications Crisis Management Plan;
  • Half-annual feedback reports on public
    perceptions about NITA-U products and services
  • A communications and marketing strategy
    for uptake of e-Services and other NITA-U products
  • Press releases, marketing materials,
    annual reports, advertisements and other related material;
  • Regular dissemination of information about
    NITA-U products to all stakeholders;
  • Terms of Reference for activities
    entrusted to service providers and specialised agencies;
  • Regularly updated NITA-U websites and
    government portals
  • Monthly Communications and Marketing
    Reports to the Program Coordinator on the status of prioritized
    activities. Reporting will be both historical and forward looking.
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Bank
    RCIP Communications and Marketing Specialist job vacancy should hold a
    Bachelor’s degree in Communications, Marketing, Media Relations,
    Journalism or a related field from a recognized university. Professional
    Qualification in Communications, Marketing, or Journalism will be an
    advantage;
  • Possession of other post graduate
    qualifications in Communications, Marketing, Journalism or a related field
    will be an added advantage
  • Membership in a relevant professional body
    such as CIM, PRAU.
  • At least five years’ experience working in
    Marketing, Public Relations, stakeholder management, Media Relations,
    Communications and/or Knowledge Management role.
  • Specific experience in public sector and
    donor funded projects will be an added advantage.
  • Previous exposure and experience in
    planning, design and implementation of Communications and Marketing
    Systems;
  • Knowledge of World Bank communications,
    outreach, knowledge dissemination and knowledge management processes;
  • Broad knowledge and understanding of the
    realities of public relations and communications for promoting issues
    related to ICT Projects
  • Experience in the usage of media
    technology and social media for public information/advocacy.

  • Communications: Very good
    communications skills (spoken and written), including the ability to
    communicate effectively with diverse audiences, good negotiation skills
    and the ability to prepare a variety of written documents, contracts,
    reports, etc., in a clear, concise style.
  • Teamwork: Very good
    interpersonal skills and ability to establish and maintain effective
    working relations with people in a multi-cultural, multi-ethnic
    environment with sensitivity and respect for diversity.
  • Integrity: Must be a person of
    proven honesty and does not tolerate corruption and unethical behaviours
    in all its forms and manifestations.
  • Innovation: Must be a person
    with ability to seek new ways of doing things efficiently to deliver value
    to our customers.

    person who strives to satisfy customers and clients. Should be able to
    understand what the customer wants and delivering it flawlessly.

    thinks of quality and continuous improvement in his/her work.
