Key Duties and Responsibilities:  
  • Provide support to WASH TLs in planning,
    implementation, monitoring & reporting of Hygiene Promotion
    activities.
  • Guide on technical soundness,
    appropriateness and feasibility on all public health/WASH activities to
    WASH TLs
  • Work closely with the community and local
    administration, to ensure that the health promotion needs of the
    population are met.
  • The incumbent will also supervise and
    manage all CRS Hygiene Promotion interventions in assigned areas as
    indicated by HPTL
  • Direct line management of Community
    Hygiene Promoters, their performance management and provide technical
    guidance and support for the effective delivery.
  • Ensure that technical support including
    on- the job technical training / hand-holding support is provided timely.
    Supervise and monitoring (On site and desk monitoring) of WASH
    interventions in coordination with TLs, field Engineers and MEAL Manager.
  • The incumbent will collaborate and
    coordinate with Filed Engineers and Operation staff to support the
    development of creative and holistic approaches to WASH programming
  • Supervise, manage and monitor thl
    mobilization of the community to promote hygiene practices, public
    sanitation, with more emphasis on monitoring latrine construction and use
    of it, water collection/storage and hand washing practices as well as
    other hygiene promotional activities.
  • Work in close conjunction with the WASH
    team members, facilitate the community into formation of WASH committees
    for management of WASH facilities. Conduct training needs assessment,
    design and implement the trainings for WASH committees
  • Ensure that the program take gender issues
    fully into account. This includes influencing the community to include and
    allow women to participate in decision -making around public health
    promotion work.
  • Work in close collaboration with partner
    agency and the local authorities to ensure that participatory approaches
    are used throughout the project cycle management
  • Communication largely with internal staff,
    also with some external contacts / target audiences to support operational
    work.
  • Analysis and internal communication of the
    locally relevant context to inform appropriate planning.
  • Supervises the work of community hygiene
    promoters.
  • Contributing to project planning and
    monitoring
  • Ensures the effective planning and
    delivery of projects and / or defined areas of programme, including
    working with partners/communities
  • Problem solving activities related to a
    defined area, such as a limited geographical area or limited programme
    sectional area using professional or technical knowledge
  • Develop a shared analysis of local issues,
    contacts and key players in WASH
  • Report writing and documentation of
    project activities.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Catholic
    Relief Services (CRS) Hygiene Promotion Officer job placement must hold
    a  Bachelor’s Degree in relevant
    Public Health discipline from a recognized academic institution.
    Appropriate relevant and comprehensive experience in the field of WASH,
    especially in emergency settings.
  • Three years’ experience preferably in
    Uganda refugee settlement is an added advantage.
  • Previous experience in Hygiene/Health
    Promotion with NGO s may substitute for the formal qualifications but not
    vice-versa
  • Demonstrated ability and experience in
    planning and implementing WASH Program (both in emergency response /
    recovery and long term development)
  • Proven technical skills
  • Proven experience of managing staff
  • Significant exposure and experience in
    project cycle management
  • Proven experience of mentoring and capacity
    building of team / partners including training facilitation skills
  • Well-developed interpersonal and team
    skills and proven ability to be flexible in demanding situation
  • Work patterns are not routine and often in
    a high pressure environment
  • Required to make sound judgements
    regularly within agreed processes using technical knowledge, a good
    understanding of the team and the facilities of the team.
  • Assessment, analytical and planning skills
  • A capacity and desire to pass on skills
    and information, a confident communicator and willing to work in a
    collaborative and respectful way with the beneficiaries.
  • Broad knowledge of and commitment to
    humanitarian principles (NGO / Red cross code of conduct) and with Sphere
    humanitarian charter and minimum standards
  • Fluent English language (speaking and
    writing) and knowledge of the local language in Yumbe district, Arabic is
    an added advantage.
  • Excellent knowledge about importance of
    integrated approach in engineering, livelihood, shelter and protection) in
    emergency context.
  • Previous experience of working with local
    partners including local authorities /settlement leadership
  • Proven experience in gender analysis and
    integrating gender & diversity into programme    
  • Flexibility and ability to work under
    pressure and meeting deadlines in changing situations
  • Experience of working effectively within a
    big international agency (I/NGOs)
