Oxfam in Uganda is under taking a project named: ‘Empowering Local and
National Humanitarian Actors’ (ELNHA) to be implemented over three years in
collaboration with relevant district structures ard national actors in
sub-regions of Karamoja (Kotido, Kaabong), Acholi (Lamwo, Agago), and West Nile
(Koboko and Zombo) commencing January 2016. These districts face challenges
from climate change induced prolonged droughts and food insecurity as well as
refugee influx as a result of the conflicts in the neighbouring States South
Sudan, CAR and DRC).

Job Summary: The Finance
Officer – ELNHA project will provide proactive, efficient and effective
management support to a project aimed at enhancing capacity of Local
Humanitarian Actors (LHAs) and partners to support effective preparedness and
response to particular needs of women, men, children and other socially
excluded, marginalized and vulnerable groups in emergency situations. The
jobholder will prepare and monitor budget for humanitarian project, ensure
financial record at Oxfam and partners level meeting donor and govt compliance
and build partners and LHAs capacity to meet the financial tasks according to
Oxfam policies and procedures.

Key Duties and
Responsibilities:
Responsibilities:
- Tasked
with the preparation of monthly project financial reports for submission
to head office - In
charge of managing the project funds at the sub-office including processing
payments via petty cash and submission of approved payment requests
to the FOM - Serve
as a Member of the Kotido sub-office procurement committee - Budget
tracking, monitoring expenditure, expenditure forecasting and reporting
timely - Identify
training needs of Partners’ and Local Humanitarian Actors finance staff
and provide required Capacity building to enable effective management of
emergency response finances - Ensure
donor and Govt compliance aspects are met in financial recording and
reporting - Ensure
effective support to project team to meet overall objectives of
project - Maintain
coordination with colleagues in delivering project activities - Play
a focal role in project financial reviews and audits - Tasked
with verifications of the partner expenses in the light of donor
requirements and reporting. - Consolidation of partner financial reports
for use by the donor accountant in preparation of donor financial reports. - Ensure
that Oxfam financial management and controls in relation to the project
are in place and being followed by the team. - Regularly
interface with HR and Logistics on various elements of financial
systems and processes related to the project activities. - Support
partner finance teams in preparation of project related budgets and
reworking of budgets in keeping with changes in project plans. - Propose
and implement agreed improvements & systems enhancements for financial
and administrative systems and procedures to ensure maximum efficiency.
Qualifications, Skills and
Experience:
Experience:
- The
ideal candidate should preferably hold a B.Com/BBA. Possession of
additional professional Finance Qualifications like ACCA/CPA will
be an advantage - At
least five years’ experience in providing a whole range of financial
services to an organisation, ideally with at least two years in
International NGO. - Honesty
and integrity - Proven
knowledge of computerised systems and demonstrable experience of
working with computerised accounting packages and spreadsheets - Ability
to analyse and respond to a variety of financial tasks. - Excellent
oral and written communication skills - Manages
own time under guidance and direction from supervisor and meet the
deadlines. - Financial
analytical and planning skills. - Highly
adaptable and flexible.
