Job Summary: The National
Programme Manager – Education is responsible for guiding Plan International
Uganda in designing and implementing quality programmes to ensure that
children, including those with disabilities, access and complete quality
inclusive pre and primary education.

Responsibilities:
- Develops minimum standards and technical
frameworks on education that can guide Plan International Uganda into
project design. - Designs high quality concept notes and
proposals for resource mobilisation calls in education programme issues
and ensures that education interventions are informed by and integrated
with other strategic technical areas of health, child protection, youth
empowerment and WASH. - Supervises Project Manager/Coordinators
implementing education projects and monitors programme quality by
technically guiding field implementation, overseeing budget expenditure,
reviewing quarterly reports and coordinate education interventions country
wide. The supervision of Project Managers/Project Coordinators is
coordinated with Programme Unit Managers. - Implements the Programme Quality Policy
and Procedures at all times. - Manages donor compliance during project
implementation by education programme staff and partners, including
producing high quality and timely reports. - Leads the development of the Monitoring,
Evaluation and Research Framework for the thematic area; develops quality
TORs for evaluations, baselines and research. - Work in close collaboration with MER team,
keeps track on the outcomes, indicators, milestones and targets of
Education in the Country Strategic and consolidates the progress for the
Quarterly and Annual Report. - Identifies learning and training
opportunities for staff and partners and work as a mentor and role model. - Manages and oversees national advocacy
efforts in the area of education in collaboration with other National
Programme Managers. Support with technical documentation of evidences from
the projects, develop position papers and write stories of change when
required. Makes sure that all projects on education have advocacy tasks
that are aligned to the Advocacy Strategy and the SDG influencing plan. - Coordinates Plan International Uganda’s
work with efforts of other agencies and government and represents Plan
International Uganda at national, regional and international level on
matters relating to education programming and networks within and outside
of Plan International. - Builds and manages strategic partnerships
with local organisations and government institutions. Works with the
Partnership Manager to develop capacity building plans to partners and
monitors and review partnership performance. - Prepares the budget at national level,
advise Programme Units on budget allocation for education programmes and
monitors timely implementation of budgets. - Produces high quality documentation on
education interventions aiming at programme modelling, replication and
scaling up. Facilitates organisational learning in the country by
developing, collecting and disseminating relevant internal and external
programme information on education. - Influences and guides Plan International
Uganda Country Leadership Team to ensure full education safety of staff. - Liaises with other offices in Plan
National Organisations, International Headquarter and other countries on
education programmes.

Experience:
Experience:
- The ideal candidate for the Plan
International National Programme Manager – Education job placement should
hold a Master’s degree (preferred) in Education, Social Work or its
equivalent, and Post Graduate Diploma in Management is an added advantage. - A minimum of five years of managerial or
technical advisory experience in the design, implementation and evaluation
of education programmes, including donor compliance. - Extensive knowledge of the development
sector and demonstrable knowledge of education programming, especially on
Primary Education, Early Childhood Care, Early Grade Learning
interventions, Community Based Rehabilitation to promote inclusion of
children with disabilities, teacher’s training and participatory school
governance. - Broad knowledge of using ICT4D methodologies
into education programming - Strengthening systems approach.
- Knowledge of environment and current
effective practices of education in Uganda, including existing networks, Civil
Society Organisations and government stakeholders. - Knowledge of programming education
integrated interventions, including with health, child protection, Youth
Economic Empowerment and Water and Sanitation. - Demonstrable leadership within a networked
environment. - Proven experience in programme design,
developing strategy and being responsible for technical implementation of
the programme, including budget management, monitoring and evaluating
education programmes in development contexts. - Demonstrated ability to identify the main
gaps in education in the given context to inform a holistic response for
children. - Experience working with and or managing
variety of donor funded programmes as well as compliance with donor
regulations. - Broad knowledge and understanding of
gender in education and tackling exclusion. - Ability to assess the risk.
- Excellent proposal development and report
writing skills. Knowledge of institutional donors. - Strong verbal communication skills,
including networking, negotiating ability and influencing others. - A good understanding of effective
monitoring and evaluation systems - Project management and supervision,
including budget management - Excellent interpersonal skills and the
ability to work with people from diverse cultures, ability to lead and
motivate people to work in teams - Knowledge of monitoring and evaluation
within education programmes. - Partnership building and management,
working through partners. - Experience in capacity building and in
strengthening various duty bearers understanding of and response to
education programmes. Good facilitations skills. - Programming on Children’s Rights.
- Skilled in the use of computer software.
- Good understanding and ability to use
participatory approaches for involvement of stakeholders and creating
program ownership. - Excellent skills of working with children
and facilitating child participation. - Shows commitment and understanding to
always act in the best interest of the child and respect to human rights. - Holds self-accountable for making
decisions, managing resources efficiently, achieving and role modelling
