About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Laboratory
Systems Strengthening Advisor will work closely with the relevant departments
of the MOH, CPHL and AIDS Control Program (ACP), the regional referral
hospital, general hospitals, and lower health facilities, as well as district
health teams and other HIV program implementing partners, to plan for and
provide the required support to strengthen capacity of public health facility
laboratories, as per the Uganda Ministry of Health and RHITES-EC project
strategies.
Key Duties and
Responsibilities:  
  • Working with stakeholders, periodically
    assess the training needs for facility laboratory staff and recommend
    appropriate trainings to improve their knowledge and skills
  • Working with other RHITES EC technical
    officers, coordinate and supervise the laboratory renovation process,
    ensuring that the desired laboratory standards are met and duplication of
    effort and resources is avoided
  • Work closely with respective health care
    facility teams and other partners to develop/strengthen and ensure
    efficiency of systems for transporting test samples and results to and
    from referral laboratories
  • Keenly review the laboratory Strengthening
    needs assessment report and plan, and together with various stakeholders,
    rationalize what additional equipment may be needed, including maintenance
    and servicing systems in place, and/or may be needed in each laboratory
  • Closely working with appropriate MOH
    departments, National ware houses for laboratory supplies and individual
    facilities to ensure that HIV related laboratory test supplies and
    reagents, are well managed
  • Ensuring there are systems and standard
    operating procedures for preventative maintenance of equipment in
    supported facilities
  • Take lead of an RHITES-EC supported
    process and activities to develop and implement a sustainability plan for
    laboratory services for individual facilities with respect to, among other
    areas: capability to provide their own HIV-related laboratory services,
    strengthened capacity of laboratory personnel and equipment maintenance
  • Take part in the implementation of quality
    Improvement activities related to laboratory services to improve
    efficiency and the quality of laboratory test results
  • Work closely with other stakeholders to ensure
    that the supported laboratories improve their services towards meeting the
    requirements for WHO accreditation
  • Prepare and submit regular progress
    reports
  • Perform any other duties assigned by the
    supervisor
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID
    RHITES-EC Project Laboratory Systems Strengthening Advisor career
    opportunity should preferably hold a Bachelor’s Degree in Laboratory
    Science or equivalent degree qualification
  • Additional post-graduate
    qualifications/training will be of added advantage
  • A minimum of three years of demonstrable
    practical experience with managing HIV laboratory programs and laboratory
    commodities
  • Comprehensive knowledge of the current
    approaches in the field of adult and paediatric HIV prevention, care,
    treatment and monitoring laboratory services set-up and delivery desired
  • Working knowledge in quality improvement
    approaches desired
  • Excellent written and oral communication
    and interpersonal skills desired
  • Computer literacy i.e. proficiency with
    Microsoft Office products (Word, Excel, Outlook, and others) desired
