About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Quality
Improvement Officer will assist the Senior Quality Improvement Supervisor to
work with the other technical advisors including Human Resources for Health,
Supply Chain, Laboratory Systems, and District cluster team leaders to
effectively implement, document and report Quality Improvement activities, as
per the National QI Framework and Strategic Plan.
Key Duties and
Responsibilities:  
  • Assist the project Technical Advisors for
    the different thematic areas to coordinate the establishment and
    monitoring of Quality improvement collaboratives, leveraging the change packages
    already developed through performance assessments, training, coaching and
    experiential learning exchange activities
  • Offer QI coaching support to the District
    Programme Officers, District Quality improvement teams, HSD and Facility
    QITs to promote the use of the model for improvement and 5S methodologies
  • Provide support coordination and
    supervisory activities of the Regional Quality Improvement committee
    including the Quarterly regional performance review and planning meeting
  • Prepare and submit monthly and quarterly
    QI workplans and reports
  • Coordinate regular assessments and
    monitoring visits to ensure compliance to MOH service delivery standards
  • Support DPOs and DQITs to coordinate and
    facilitate monthly facility performance review and quality improvement
    meetings
  • Support the DPOs and DQITs to coordinate
    quarterly integrated QI coaching and mentorship activities for the health
    facilities in the respective clusters
  • Coordinate quarterly cluster QI learning
    sessions in collaboration with the DPOs and the DQITs
  • Support and facilitate the District QI
    meetings and implementation of the District QI plans
  • Actively facilitate teams to establish and
    maintain QI data bases at the different levels of QI implementation
    including facility, HSD, District and Regional levels
  • Coordinate the documentation and
    dissemination of QI success stories at all levels including facility, HSD,
    District and Regional
  • Render support in the assessment and
    strengthening of infection control and waste management activities at all
    facilities
  • Coordinate bi -annual health facility
    performance assessment and improvement planning using the MOH and USG
    tools
  • Support reporting of QI activities at all
    levels up to the MOH QAD
  • Provide oversight and coordination of
    client and family satisfaction surveys, providing support to services for
    the development, implementation and collation of surveys, analysis and
    reporting of results
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID
    RHITES-EC Project Quality Improvement Officer job vacancy should
    preferably hold a Bachelor’s Degree in Medicine, Midwifery or Nursing
  • A Master’s Degree in public health will be
    an added advantage
  • Possess a valid registration certificate
    from the relevant regulatory bodies
  • At least two years’ experience in
    implementing Quality Improvement approaches and tools providing support to
    facility-based Quality Improvement teams
  • At least two years experience in
    maternal/newborn clinical training to service providers and stake holders
  • A minimum of two years ’experience in
    integrated health programming gained through serving within a government
    institution or NGO with proven ability to coordinate activities of
    different stakeholders at district and or sub national level
  • Excellent communication or interpersonal
    skills desired
  • Excellent writing skills desired
