Job Summary: The Regional
Monitoring and Evaluation Specialist will provide overall technical leadership
for the M&E approaches and strategy for the project. The incumbent will
provide M&E expertise in the development and implementation of the M&E
Plan, build capacities of staff and local partners and ensure that data quality
standards are monitored, met and reported timely.
Key Duties and
Responsibilities:  
 Develop the project’s M&E
framework, performance monitoring system and oversee the maintenance of project
monitoring and strategic information systems.
  • The jobholder will develop the overall
    framework for the project’s M&E systems, in collaboration with METS,
    Project manager and other senior project staff, including requirements,
    reporting, baseline, and evaluation surveys.
  • Develop and monitor the project’s PMP to
    systematically document project performance for project technical leads
    and the project leadership team.
  • Offer technical leadership and support to
    project and partner staff in planning and implementing M&E systems and
    activities, data-based program decision-making, and results reporting.
  • Coordinate field visits for data
    validation, to monitor the quality and completeness of data sets.
    Coordinate data collection at project sites to monitor program development
    and ensure timely compilation and reporting of data, Capture and document
    lessons learned.
  • Develop and implement effective monitoring
    tools and approaches to demonstrate the effectiveness and efficiency of
    project interventions.
  • Offer technical support to the
    Sub-grantees to strengthen their monitoring and evaluation systems and
    ensure a result based sub grantees M&E systems ;
  • Update as necessary Monitoring and
    Evaluation plans, consistent with the national M&E framework, in
    consultation with the MOH, METS and the National HIV, TB Programs
  • Carry out periodic audits of the project
    activities to review strategy execution, Risk management and value for
    money.
Performance Management: Develop mechanisms to effectively track
and monitor program results, Staff Performance and project efficiencies so as
to respond to the project requirements
  • Ensure timely and accurate submission of
    project performance reports to the donor and all Donor reporting systems;
    DATIM, HYBRID and DHIS2, including progress against targets set in the
    award agreement and annual work plan, quarterly, and annual reports all in
    Collaborate with the METS and other Partners.
  • Routinely track performance in line with
    project targets for effective and timely achievement of project goals and
    provide effective feedback to the technical leads while emphasizing
    follow-through on critical performance areas using a well-documented
    performance action log.
  • Facilitate state-of-the-art knowledge
    management practices and real-time, applied and collaborative learning
    processes. Generate robust evidence for project and programmatic learning
    that leads to action, decision-making and influence.
  • Coordinate the performance measurement of
    project enablers including GGM, District based performance monitoring,
    performance based sub granting, efficiency monitoring and routine
    Systematic analytical evaluations.
  • Ensure the alignment of M&E activities
    with program goals and contribute to the development of annual work plans
    to identify project targets and ensure inclusion of M&E activities.
  • Forecast and Identify obstacles and risks
    to effective implementation of project interventions and achievement of
    results in a timely manner and suggest appropriate corrective actions to
    the project teams and sub-recipients.
  • Participate in project evaluation
    activities including project evaluation conceptual development and provide
    necessary information
  • Take leadership in the Implementation of
    the regional project performance review activities across the project and
    support lower level performance reviews.
  • Lead and manage the M&E project team
    ensuring effective staff supervision, performance management, development
    and retention
  • Develop and track project budgets
    utilization to ensure program efficiency and value for money.
Capacity Building: Monitor and supervise the implementation of
capacity building interventions for the project and project implementing
partners.
  • Carry out the assessment of the
    Sub-Recipients (SR) capacity in the field of M&E, and develop and lead
    the implementation of a capacity development plan,
  • Supervise, mentor, and build capacity of
    the project’s M&E team.
  • Actively participate in National/regional
    policy formulation and review by representing MUg at TWGs and other
    stakeholder engagements
  • Build and strengthen partnerships with
    relevant stakeholders for effective program implementation
Qualifications, Skills and
Experience: 
  • The ideal candidate for this vacancy must
    hold a Masters Degree in either Demography, Statistics, Economics, Public
    Health or Dev’t Studies plus OR Postgraduate qualification in M&E with
    5 years’ experience in M&E for health related projects
  • At least seven years’ experience in
    M&E of donor funded project, two years of which must be at middle
    Management level
  • Strong conceptual knowledge about theories
    of change, logic model, HIV/TB, and nutrition indicators, M&E plan,
    data quality assurance, data utilization, and gender integration into
    M&E
  • Demonstrated expertise and experience in
    developing and operationalizing routine monitoring system designed to
    track both output and outcome indicators.
  • Demonstrated experience in collecting,
    verifying, and analysing qualitative and quantitative data in a clear
    format that will help to guide decision-making and perfoamance improvement
  • Demonstrated expertise and experience in
    data utilization strategies and can creatively think about active data
    sharing techniques.
  • Hands-on skills in using Statistical
    analytical packages like STATA, SPSS, Epi Data,
  • Previous exposure and experience in donor
    relations management and donor reporting
  • Experience in project budget monitoring
    and tracking
  • Strong leadership, analytical and
    organizational skills
  • Dynamic systems thinking, high taste for
    innovation, and continuous quality improvement
  • Demonstrable leadership skills in working
    collaboratively with donors, host country institutions and other
    development partners
