General Medical Services; also providing Health Systems Strengthening to scale
up comprehensive HIV/AIDS Services in 16 districts of Central Uganda.
Job Summary: The Economic
Strengthening Coordinator is mainly responsible for leading the design,
integration, monitoring and documentation of socio-economic services in key
program domains to ensure comprehensive HIV Service delivery. The incumbent
will take technical leadership in designing and promoting use of low-risk but
high impact community based economic interventions to diversify and stimulate
growth in household income and integrate economic activities with complementary
interventions across the project. This includes assisting families in income
generation, access to group based savings and credit, money management
education, and allocating household resources to improving children and youth’s
wellness outcomes. She/he will be knowledgeable about evidence-based low cost
but high impact household economic strengthening approaches/strategies that
address the different levels of vulnerability.
Key Duties and
Responsibilities:  
Project Planning:
  • Formulate and implement strategies and
    interventions to sustainably increase household income-generation and
    savings among vulnerable participants and households targeted by the
    project.
  • Provide technical and management
    leadership including designing and implementing technical strategies,
    programs or tools in specific technical areas related to family-centred
    economic strengthening.
  • Facilitate the integration of House Hold
    Economic Strengthening with other result areas including but not limited
    to increased access to health and social services for OVC, AGYWs, and
    their families
  • Identify breakthrough
    innovations/strategies in the field of Household Economic Strengthening
    and integrate these into on-going project designs to increase efficiency
    and impact.
  • Ensure linkage of OVC households to
    existing social safety net programs, and supporting the beneficiaries to
    transition to HES initiatives
Technical Oversight:
  • Significantly contribute to work plans,
    quarterly and annual reports, financial reports, and other reports and
    papers summarizing project results and evidence.
  • Provide technical leadership to ensure
    economic strengthening activities are in line with globally-recognized
    best practices for addressing needs of OVC, youth and their caregivers.
  • Take lead in Economic Development/
    Household Economic Strengthening innovations and specifically in
    partnership with other organizations, support of self-sustainable economic
    empowerment for Community Health Workers, application of Business
    Facilitation Model, and Savings model using Accumulative Savings and
    Credit Associations (ASCAs)/Village Savings and Loans (VSLs) and use of
    mobile money technology
  • Ensure all economic strengthening
    strategies are gender-sensitive and promote equitable programming.
  • Manage project activities and set high
    quality performance targets ensuring adherence to technical standards,
    best practices and donor guidelines.
  • Conduct periodic field visits to identify
    and assess the quality of services and the impact of program inputs, and
    to ensure regular communication with IPs and counterparts at all levels.
 Project Implementation:
  • Equip partners with skills and resources
    to assess outcomes, as well as strengths and weaknesses of HES activities.
  • The incumbent will facilitate access
    through partner and stakeholder organizations to a full range of economic
    strengthening options depending on the needs and resources available to
    households (i.e. market opportunities, group savings, income generation,
    micro-enterprise development training, farming-as-a-business, extension
    services, other vocational training opportunities, etc.),
  • Promote linkages and complementarities
    between similar donor funded projects and facilitate relationships between
    partners, market actors and organizations with special expertise in HES
    activities
 Capacity Building:
  • Regularly monitor and maintain relevant
    manuals, training materials and reports for economic strengthening.
  • Mentor economic strengthening/livelihoods
    staff of local partners, conduct trainings, lead workshops, and facilitate
    group interaction as part of project execution toward specific outputs and
    objectives.
  • Build capacity of staff, implementing
    partners, government counterparts, and other stakeholders in strategies
    for economic strengthening of households.
  • Impart, in liaison with other specialists,
    appropriate mentoring, coaching and capacity building in order to equip,
    motivate and empower OVC Support Officers and other field teams for
    effective implementation of the Project
Relationship/Partnership Management:
  • Build and maintain regular contact with
    counterparts in Ministry, District, Donor, Private Sector, and Academic
    institutions in order to enhance appropriate policy development and
    guidance documents for economic empowerment.
  • Develop and nurture coordination and
    collaboration between MUg programs and other complementary donor and
    government programs
  • Support OVC Officers to successfully
    engage, strengthen and consolidate the capacity of Community-Based
    Organizations sub granted to strengthen income generating activities
Monitoring, Evaluation, Reporting and Knowledge Management:
  • Work in liaison with the M&E, and
    Program Impact Teams to design and agree on a measurement (M&E) system
    for the CSS program
  • Prepare accurate and timely reports and
    success stories on the CSS program to showcase project lessons, and
    results to contribute to the wider sector and institutional knowledge.
  • Routinely track performance of the CSS
    program portfolio in line with program/project goals
  • Coordinate the documentation and
    publication of program results and impact.
Research:
  • Working with the research team lead on the
    development of research concepts, publication of articles in peer reviewed
    journals and abstracts for conference presentation and facilitate uptake
    of research findings and documentation of best practices for
    implementation of evidence based Prevention, Care and Treatment
    interventions.
  • Participating in research concepts
    development and writing of research grants for care and treatment
    interventions.
  • Lead on in the publication of scientific
    peer reviewed papers, abstracts, policy briefs and articles to disseminate
    lessons learnt from the care and treatment program and interventions.
  • Facilitate the translation of research
    findings to program implementation.
  • Supporting Mildmay Uganda research Ethics
    Committee by reviewing proposal in the Care and Treatment technical area.
Qualifications, Skills and
Experience: 
  • The ideal candidate for this vacancy must
    hold a Master’s Degree in Business Administration, Social Sciences,
    Agriculture, Agribusiness, Development studies or a related field of study
    from a recognized University.
  • At least five years’ experience managing
    complex development activities.
  • Evidence of leading or being significantly
    involved in the design, implementation, reporting and evaluation of
    evidence-based economic/livelihood activities targeting vulnerable groups.
  • Significant exposure and experience in
    working effectively with government representatives, for-profit private
    sector entities, local community organizations, donors and other
    stakeholders, particularly at the sub-national level;
  • Demonstrable experience in integrated OVC
    focused HES/Livelihood related programming preferably in the areas of
    business skills, employment creation, market access and micro-finance
    services (savings, credit and micro-insurance)
  • Demonstrable experience coordinating
    development projects preferably in: HIV/AIDS, Micro-enterprise
    Development, Agriculture, Rural Finance
  • Previous experience using participatory
    and citizen led development approaches like VSLA, Farmer Field Schools,
    M4P is required
  • Previous exposure and experience in
    integrating Livelihoods into other programs, particularly HIV will be an
    added advantage
  • Knowledge and ability to use “circular
    program” techniques i.e. use policy to inform programming and in-turn use
    program practice to inform program improvement and inform policy design
    will be an advantage.
  • Demonstrable experience with Participatory
    Community Approaches
  • Technical proficiency in design,
    implementation, and M&E for similar projects/programs
  • Dynamic systems thinking, high taste for
    innovation, and continuous quality improvement
  • Strong leadership, analytical and
    organizational skills.
