General Medical Services; also providing Health Systems Strengthening to scale
up comprehensive HIV/AIDS Services in 16 districts of Central Uganda.
Job Summary: The Community
Systems Strengthening Specialist will oversee the development and implementation
of a harmonized and integrated community strategy and ensure that all community
based interventions are synchronized for effective project outcomes. The
position will also facilitate seamless community/facility linkages
Key Duties and Responsibilities:  
Strategy Development and Management:
  • Formulate an integrated and harmonized
    community strategy to provide a framework for implementation of all
    community based HIV prevention, care and treatment, and other support
    services (OVC, Psychosocial support, household economic strengthening,
    eMTCT).
  • Develop and roll-out relevant guidelines
    and tools related to the implementation of CSS interventions.
  • Actively participate in the development,
    implementation, and review of annual work plans for community focussed
    interventions to ensure coherence and complementarity of program
    components and adherence to MUg, national, and donor strategies.
  • Participate in national, regional,
    district and donor-led policy and strategy meetings, and be able to
    persuasively articulate MUg’s strategies, processes, achievements, and
    impact.
  • Lead the CSS Technical Working Group (TWG)
    and represent MUg to other national TWGs to ensure continuous team
    learning, knowledge generation, and infusion of new break-through
    approaches and strategies in program design and implementation.
Portfolio Development and Management:
  • Work in close coordination with other
    technical specialists/leads/managers, take lead in developing the
    Community Program Portfolio, both in scope and breadth to ensure effective
    response evolving program needs and organizational strategic goals
  • Using QI approaches, lead periodic reviews
    of the community program portfolio to identify strategic and operational
    bottlenecks to program effectiveness, efficiency, and impact, and design
    responsive corrective actions
  • In coordination with the Grants
    Development Department, continuously seek and identify new funding
    opportunities and develop innovative project concepts/proposals to respond
    to identified funding needs.
  • Actively participate in the development,
    review, decision making, and tracking of program budgets for the CSS
    Portfolio to ensure effective and efficient resource allocation and
    utilization.
Staff and Partner Capacity Building:
  • Identify skills and competence gaps among relevant
    staff and partners, and identify and recommend staff development
    opportunities/programs to fill the gaps
  • Work in liaison with the HR department and
    Capacity Building Specialist to organise, coordinate, and conduct capacity
    building interventions for staff and partners
  • Significantly contribute to the concept,
    design, and delivery of short courses and course units on certificate,
    diploma, or degree programs as may need requested from the Training and
    Education department.
Partnership Management:
  • Continuously scan the global, national,
    regional, and local development landscape to identify and profile
    potential strategic and technical partners for the CSS functional area
    in-line with MUg’s strategic, tactical, and operational interests.
  • With support from the Grants Development
    Department and senior management, participate in relevant partnership
    negotiations, promoting and protecting MUg’s strategic interests.
  • Provide technical content/input in the
    assessment, negotiation and drafting of CSS related MOUs, Agreements,
    service contracts, or any related partnership management tools.
  • Develop and maintain productive collegial
    relationships with counterparts in Civil Society, government, private
    sector, and donor institutions at global, national, and district levels.
Program learning, evaluation, and knowledge management:
  • Work closely with the M&E, and Program
    Impact Teams to design and agree on a measurement (M&E) system for the
    CSS program
  • Prepare accurate and timely reports and
    success stories on the CSS program to showcase project lessons, and
    results to contribute to the wider sector and institutional knowledge.
  • Routinely track performance of the CSS
    program portfolio in line with program/project goals
  • Coordinate the documentation and
    publication of program results and impact.
Qualifications, Skills and
Experience: 
  • The ideal candidate for this vacancy must
    hold a Masters degree in Sociology, Public Administration, Development
    Studies, Community Psychology Health, Public Health or other related field
    plus Maters degree in Public Heath
  • Bachelors degree in Development
    Studies/Social Sciences/Community Psychology/ or other related field plus
    5 years experience in Community/Public Health Programmes
  • A minimum of five years of experience in
    implementing integrated Community based health and refereal programs
  • Demonstrable experience with Participatory
    Community Approaches
  • Ability to translate corporate goals and
    objectives into practical outcomes.
  • Previous exposure and experience in
    contract and grant management, project management, strategy development
    and development of processes and systems to deliver projects on time, on
    budget, and to a high standard.
  • Demonstrated ability to lead a team of
    professionals to provide effective and efficient performance in achieving
    strategic objectives.
  • High level written and verbal
    communication skills and presentation.
  • Ability to perform in a strategic
    management role and to ensure appropriate service delivery consistent with
    corporate objectives and the service expectation of key stakeholders.
  • Capable of exercising a high degree of
    autonomy in program development, having regard to policies, objectives and
    budgets.
  • Ability to translate corporate goals and
    objectives into practical strategies and outcomes.
  • Technical proficiency in design,
    implementation, and M&E for similar projects/programs
  • Dynamic systems thinking, high taste for
    innovation, and continuous quality improvement
