• Provide strategic direction and vision to
  the IRC’s PRoL programming in Uganda, with an emphasis on quick program
  start-up/scale up and implementation while observing high program quality
  and ensuring alignment with IRC’s best practices.
• Ensure that all interventions are in
  compliance with Uganda’s Refugee Act and Constitution as well as relevant
  international laws including International Refugee Law and Human Rights
  Law; and Humanitarian law. Additionally, observe IRC’s protection
  mainstreaming guidelines for all project activities.
• In charge of managing program quality of
  all aspects, including legal, protection monitoring, information sharing,
  community based protection, support to persons with specific needs (PSNs)
  and protection mainstreaming.
• Develop and/or adapt technical and
  managerial tools to support day to day implementation
• Ensure that monitoring and evaluation
  systems are effectively designed and integrated into all stages of the
  project; that output and impact data are captured and that data is used to
  optimize program quality.
• Ensure specific staff capacity building
  and on the job mentoring and coaching.
• Participate in cross-departmental
  collaboration with Health and WPE colleagues create clear linkages between
  programs, as well as sectors gain from protection best practice.

• Develop and propose recommendations for a
  PRoL strategy for the refugee response in close collaboration with the
  PRoL team, Emergency Response Team, Country Director and PRoL Technical
  Advisor.
• Identify opportunities for, design and
  develop concept notes and proposals to grow the PRoL portfolio.
• Design all protection projects to use
  IRC’s theories of change and that outcomes are evidence-driven and
  evidence-generated.
• Develop and input to protection
  assessments and protection reporting analysis for program development.
• Incorporate protection mainstreaming in
  all funding proposals developed by IRC, regardless of the sector.
• Identify opportunities for partnership and
  strategic collaboration.

• The incumbent will coordinate with Country
  Director, Deputy Director, Programs and other program coordinators to
  forge connections with key government counterparts at the Office of the
  Prime Minister and Local Government; with UNHCR and other UN, I/NGOs,
  human rights actors and other sub-national government actors.
• Represent the IRC in high level and
  strategic meetings involving protection actors such as protection working
  group meetings, inter-agency coordination meetings, and bilateral
  meetings.
• Coordinate daily and weekly with internal
  program and operational stakeholders, the PRoL Technical Advisors, WPE and
  other IRC colleagues.

• The ideal candidate for the IRC Protection
  and Rule of Law Coordinator career placement should hold an academic
  qualification in Law, Human Rights, Social Sciences or any other related
  field preferred.
• A minimum of three years’ experience
  implementing PRoL programs in emergency settings.
• Previous exposure and experience setting
  up programs in new locations and ensuring national staff have the necessary
  capacity to deliver quality interventions.
• Knowledge of strategies to achieve gender
  equality in the delivery of humanitarian emergency PRoL programs.
• Excellent inter-personal and relationship
  building skills particularly with government and donors.
• Familiarity with key donor regulations
  such as UNHCR, BPRM and ECHO.
• Familiarity with IRC’s Protection and Rule
  of Law emergency toolkit.
• Previous experience working with IRC and
  an understanding of IRC’s systems and processes is strongly preferred.
