Abt Associates is implementing the five year Uganda Voucher Plus
Activity (in its second year) which is increasing access to safe motherhood
services in private facilities in Northern and Eastern Uganda by engaging
private providers in contracts to provide quality safe motherhood services to
qualified impoverished women presenting a voucher purchased in communities..

Job Summary: The Financial
Management/Administration (FMA) Specialist will be responsible for all
financial and administrative functions of the office.

Responsibilities:
Responsibilities:
- Oversight of all accounting and financial
transactions of the project, financial reporting, and management of the daily
office administration. - Managing a team of three accounting and
administrative staff, plus five drivers. - Support the preparation of budgets and
revenue plans for the project, follow financial procedures for expenses
and ensure the necessary approvals, - Oversee correct use of the project
accounting system, oversee payroll preparation for project employees, - Provide financial support to the project’s
consultants, send biweekly reports to the organization’s Home Office on
Bank Reconciliations, Cash Counts, and Advance Tracking, - Prepare the processes for check
requisitions and checks, maintain the Quicken database, and oversee the
administration and tracking project Petty Cash account, - Paying and monitoring of advances for
trips and Expense reports, monthly payments for project utilities and all
vendors and suppliers, and managing procurement. - Provide support and capacity building to
all partners working on the Activity - Lead strict compliance to Abt financial
and Admin policies and USAID Rules and Regulations governing the Activity
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the USAID Financial
Management/Administration (FMA) Specialist job placement should hold a
Master’s Degree in Business Administration, Finance, Accounting, or other
relevant field. - A minimum of eight (8) years of experience
in administrative and financial management of large international
development program of similar size and complexity, including experience
in managing US Government programs (USAID preferred) - Extensive knowledge, skills, and/or
experiences in accounting, financial planning and management, human
resources, and procurement, among other management support
areas/functions, as required. - Proven experience and skills in developing
and managing large budgets including sub-grantees - Extensive experience in developing and
managing a donor funded grants program, preferred grants under contract
management experience. - Familiarity with US Government Cost
Accounting Standards (FARs and AIDARs). - Computer skills in accounting (Quicken and
Oracle), MS Windows, Excel, Word. - Proven experience in capacity building in
Uganda or similar countries. - Fluency in written and spoken English is
required, including communicating clearly
