AIDS Information Centre-Uganda (AIC) works with other service providers
to ensure access to high quality HIV Counseling and Testing (HCT) services and
information. AIC offers HCT services, SMC, HIV Care & Support, Sexual
Reproductive Health services, BCC, Capacity Building and Development through 9
main branches, selected hospitals, health centers and antenatal clinics.
About USAID BETTER OUTCOMEs Project:
AIC is one of the Sub Recipient CSO implementing the USAID/Uganda
BETTER OUTCOMEs Project for Children and Youth in Eastern and Northern Uganda
in Arua District, selected for her expertise and experience in West Nile Region
for the last 16 years. The consortium partners for the Better Outcomes Project
include: World Education Inc. /Bantwana (WEI/B) as the prime partner; Uganda
Women’s Effort to Save Orphans (UWESO), Mercy Corps, Youth Alive and Friends of
Christ Revival (FOC-REV); each responsible for specific technical aspects of
the project.  The project targets   6 districts of Northern Uganda, these
include: Arua, Kitgum, Gulu, Apac, Lira and Oyam.
           
Job Summary: The Economic
Strengthening Coordinator is mainly responsible for ensuring that the needs of
the most vulnerable beneficiaries are met through temporary interventions to uplift
and integrate them in to market systems; increased savings and access to credit
opportunities; increased opportunities for income growth and building assets;
and better access to group based education and support programming, improved
access and utilization of health, nutrition, education, and psychosocial
wellbeing and reducing abuse, exploitation and neglect. The incumbent will be
responsible for the implementation of the economic empowerment component of the
Better outcomes Project in Oyam District. The jobholder will be responsible for
activity planning and implementation to improve the economic conditions of
target groups through improved access and utilization of services and products
and better access to markets.
Key Duties and Responsibilities:  
Programme Development and Implementation:
  • Offer guidance and technical advice during
    beneficiary household identification, mobilization, assessment, enrolment,
    Education/sensitization, recruitment and retention in VSLA+
  • Ensure appropriate Profiling of
    Beneficiaries in state of destitution, case intervention planning and
    appropriate referrals for destitute beneficiary households for Temporary
    Consumption support.
  • Actively participate in developing weekly,
    monthly, quarterly and annual work plans and maintaining high standards of
    stewardship and accountability for all activity resources
  • Collaborate with CDO, CBTs, and Project
    Officers in conducting community mapping service points for improved
    referral outcomes for Markets, credit opportunities and linkage banking.
  • Work in liaison with consortium partners
    (DBTs, CBTs, ) to ensure delivery of planned activities in their
    respective thematic areas
  • With guidance from the Regional manager,
    the officer will be responsible for program planning and implementation in
    the areas of economic strengthening.
  • Work closely with the Project Officers,
    CBTs, DBTs, PSWs and UWESO to ensure integrated approach to program
    implementation
  • Build and maintain productive working
    relationships with District, Sub County and lower level local government
    officials and line departments, soliciting their participation in all
    activities where appropriate.
  • Responsible for the day to day
    implementation of activities by CBTs and DBTs and PSWs and the various
    VSLA+ groups.
  • Ensure proper logistics, administration,
    human resources needs of the project are conducted within AIC policy and
    with the maximum benefit to the project.
  • Work with the economic strengthening team
    for the development of and continual revision of a dynamic, program-wide
    monitoring and evaluation system linked to the project goal, KRAs and
    strategies, indicators, and information management tools, which supports
    program management, accountability and learning.
  • Continual gathering and sharing of data
    specific to Economic strengthening
  • Prepare and submit written reports on the
    program capturing impacts related to all activities.
  • Ensure establishment and maintenance of
    relationships with communities, consortium partners and other CSOs in
    target operation areas
Training and Development:
  • Take lead in identifying training needs
    for VSLA+ beneficiaries and CBTs in Economic Strengthening
  • Coordinate trainings with Consortium
    partners in various result areas to enhance and maximize project
    beneficiary to beneficiary households.
  • Organizing and supporting SINOVUYO
    Facilitators in delivering the parenting skills curriculum to the
    beneficiaries
  • Conduct post training evaluations,
    coaching and mentorship sessions with CBTs and leaders of the VSLA+ groups
Representation, Networking and Advocacy:
  • Represent the project in SOVCC meeting and
    share updates in Economic strengthening intervention. 
  • Conduct monthly meeting with CBTs and
    Technical team from consortium partners
  • Steering the process of departmental
    collaborations (Youth and Case Management), partnership development and
    liaising with other OVC service points (health centers, schools, police,
    local councils etc) to ensure effective cross referrals and linkages
Project Monitoring and Documentation:
  • Compile and triangulate reports from Field
    Officers (CBTs, Project Officers and SINOVUYO facilitators) in Economic
    strengthening at sub county level for upward sharing
  • Conduct spot checks and visits to VSLA+
    groups, households, schools and areas within sub counties of operation for
    effective service delivery to beneficiary households
  • Analyze data and reports submitted by CBTs
    and SINOVUYO facilitators for compliance and quality assurance before
    submission to Project Managers, CDOs and upload to VSLA & OVC MIS
    database.
  • Maintaining an up-to-date database for all
    beneficiary VSLA Groups and ensure all relevant data collection tools are
    well administered for accuracy and completeness.
  • Mentor and support Project Officers, CBTs
    and SINOVUYO facilitators in report writing and effective documentation of
    project activities.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the USAID Economic
    Strengthening Coordinator job placement should preferably hold a
    Bachelor’s Degree preferably in economics development, development
    studies, social sciences or social work, or a closely related field is
    required
  • A minimum of two years’ experience in
    economic strengthening initiatives that target vulnerable communities
    mainly orphan and vulnerable children and households.
  • Previous exposure and experience with
    USAID funded programs/projects is added advantage.
  • Flexibility and willingness to adjust to
    changing tasks.
  • Ability to manage high volume workload
  • Have good judgment and ability to make
    sound operational decisions.
  • Ability to work autonomously and as part
    of a multi-disciplinary team.
  • Work calmly under pressure and meet
    deadlines
  • Willingness to comply with set
    Organizational policies and procedures
  • Computer skills with expertise in word and
    excel
  • Excellent organizational and interpersonal
    skills;
  • Ability to work in a challenging
    environment, under high pressure and ability to cope with tight deadlines;
  • Previous exposure and experience in
    working with private sector partners
  • Solid experience on market based solutions
    to addressing poverty
  • Excellent interpersonal, writing and oral
    presentation skills in English are also required.
  • Keen attention to detail, ability to
    follow procedures, meet deadlines and work independently and cooperatively
    with team members.
  • Demonstrated ability and curiosity to work
    effectively with local government, civil society and community based
    organizations
  • Solid background in economic and market
    development.
  • Willingness to spend much time in the
    field and work closely with program target groups and partners.
  • Knowledge of the local languages and
    residence in Oyam is an added advantage.
  • Ability to work autonomously with
    demonstrated creativity, initiative and commitment.
  • Ability to work with multi sectoral
    external agencies, such as community social services, schools, health
    facilities, and OVC service providers.
  • Possess a high standard of personal and
    professional integrity
  • Willingness to work as a team member,
    taking on additional tasks as needed to ensure the overall success of the
    project
  • High level of attention to detail, ability
    to multi-task and work well under pressure in a culturally sensitive
    environment.
