World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 13 districts of Eastern and Northern Uganda.

Job Summary: The Finance
Manager will support in leading a team of Finance Manager, Grants Manager,
Grants Officers and Accountants, responsible for the provision of an expert
financial management service to USAID funded Better Outcomes Project. The
jobholder will assist the Chief of Finance & Operations in the delivery of
corporate tasks and objectives, assuming responsibility for the delivery of a
range of tasks for various projects.

jobholder will assist the Chief of Finance & Operations in the delivery of
corporate tasks and objectives, assuming responsibility for the delivery of a

- Provide support in the preparation of
pipeline reports, budgets for the projects. - Maintain/oversee the preparation of
day-to-day office accounts including the periodic review of internal
control process and recommend improvements. - Review of all procurement packs to ensure
the meet the cost principles guidelines and are in line with World
Education Bantwana procurement guidelines - The jobholder will manage and develop
Finance team, providing leadership as well as the setting of appropriate
objectives. To identify gaps in the knowledge of team members and to put
in place training systems and processes to ensure these are closed so the
entire team can operate as an effective unit providing the highest level
of support to this post and to its customers. - Attend key meetings to lead discussions on
the financial performance of technical areas. - Assist the Chief of Finance & Operations
with the development and enhancement of Budget Variance reporting and
tracking systems. - Take lead the overall annual financial
planning and budget setting process for technical areas. - Work closely with other finance
departments and corporate services to identify opportunities for
improvement and enhancement within financial processes and to lead on the
implementation of required Changes. - Deputise for the Chief of Finance &
Operations as appropriate, requiring a wide understanding of the main
issues affecting the World Education Bantwana and interrelated links. - Ensure all financial and regulatory
compliance functions are efficient and effective operating platform. - Provide functional support for WEI /
Bantwana’s Finance and Accounting function to the project to ensure
compliance with donor financial procedures. - Ensure that all consortia grants are well
administered (including maintenance of comprehensive grant files) and
implemented in compliance with the relevant donor regulations and
WEI/Bantwana procedures. - Support financial desk reviews of grantees
and conduct capacity building activities related to grantee financial
tasks. . - Work in close coordination with the
finance team, review Grants expenditures for allowability, reasonability
and allocability of all costs on the project. - Work in liaison with Internal Audit
Department to clear all audit findings with partners. - Ensure all partner budgets are adequately
analysed, reported and recommended actions taken. - Prepare monthly budget variance reports
for submission to management - Manage month end close out processes for
Better Outcomes project including review of financial transactions entered
into QuickBooks to ensure quality, timely recording and submission of
expense reports, bank reconciliations, funding Requests to Home Office;
Qualifications, Skills and
Experience:
Experience:
- The applicant for the USAID Finance
Manager job placement must hold an MS/MA/MBA degree in Accounting, Finance
and Business Administration. - Professional qualifications i.e. CPA, ACCA qualification is required.
- At least seven years’ experience in a
supervisory role with experience in financial management, compliance and
reporting. - At least five years’ experience and
familiarity with U.S. Government grants rules and regulations. - Proven proactive skills in identifying
cost savings, cost avoidance and efficiency opportunities. - Highly analytical numerical and problem
solving skills. - Ability to adapt easily to changing needs
and patterns of work. - Good report writing and documentation
skills. - Computer literacy i.e. proficiency in
Microsoft Office applications such as MS Word, Excel PowerPoint. - Ability to manage tight deadlines and
deliver high volumes of work with minimal supervision. - Ability to travel a minimum of 25%.
