About USAID CHC Project:
Communication for Healthy Communities (CHC) is a five- year program
implemented through a cooperative agreement between the United States Agency
for International Development USAID/Uganda) and FHI 360. The program supports
the Government of Uganda (GOU) and US government (USG) implementing partners to
design and implement quality health communication interventions to contribute
to reduction in HIV infections, total fertility, maternal and child mortality,
malnutrition, malaria & tuberculosis. CHC is implementing HIV prevention
interventions under the Determined Resilient Empowered AIDS-Free Mentored Safe
(DREAMS) initiative. DREAMS will target Adolescent Girls and Young Women (AGYW)
in the 10 intervention districts: Gulu, Oyam, Lira, Mubende, Mityana, Gomba,
Mukono, Bukomansibi, Rakai and Ssembabule. The project will work with GoU and
USG service delivery partners to empower AGYW with the right knowledge,
motivation, skills, address negative social and gender norms around HIV and
pregnancy prevention, and motivate AGYW to seek and utilize available health
services. The goal of the project is to reduce HIV incidence by 25% in Year 1
and 40% in Year.
Job Summary: The Regional
Communication Officer (RCO) will support the Regional Technical Officer (RTO)
to coordinate day-to-day implementation of health communication activities at
the regional, district and community level.
Key Duties and
Responsibilities:  
  • Provide technical assistance to
    implementing partners, districts, health centre’s, and CBOs on health
    communication (HC) matters, including development and dissemination of
    health communication materials and interventions.
  • Provide support to the development,
    review, field testing, and customization of health communication materials
    for various communities and target audiences. Ensure that health
    communication materials reflect local contexts and needs in the districts.
  • Support implementing partners and
    districts in identifying, training and supervising community
    champions/mobilizers to improve client referrals and linkage between
    health centre’s and the community.
  • Offer technical assistance to District
    Health Educators (DHEs) in the day-to-day planning, implementation and
    monitoring of health communication activities.
  • Keenly monitor on-going health
    communication interventions in the region and obtain feedback from the
    community.
  • Maintain a database of key stakeholders
    who implement HIV/AIDS, Malaria, Family Planning, TB, Nutrition and
    Maternal/Child Health programs in the region/district.
  • Regularly document (on a quarterly basis)
    success stories that demonstrate the impact of project interventions
  • Prepare activity reports and participate
    in developing project quarterly and annual reports.
  • Work in liaison with the Regional
    Technical Officer (RTO) and the team to ensure smooth running of
    activities.
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID FHI360
    Regional Communication Officer (RCO) job placement should hold a
    bachelor’s degree in communication, social sciences, public health or
    related field
  • At least three years’ experience in health
    communication, community mobilization or advocacy and social mobilization
    or an equivalent combination of relevant education and/or experience
    sufficient to successfully perform the key responsibilities of the job.
  • Previous experience in health
    communication (HC), public health and community mobilization.
  • Prior exposure and experience working with
    USAID programs, implementing partners and districts.
  • Previous experience working with Village
    Health Teams and other community agents/mobilizers.
  • Excellent written and verbal communication
    skills in English (and at least one regional language)
  • Relevant computer software skills
    (including, at a minimum, the standard applications
  • Willingness and ability to work in the
    regional offices indicated i.e. Arua/West Nile and Mbarara/South Western
    region.
