Job Summary: The Emergency
Response Director (ERD) assumes overall oversight and management of the SC
Uganda (SCUG) Cat 2 emergency response to the South Sudanese refugee influx as
well as the emergency response to the Congolese refugee population, in
collaboration with the Country Director and Senior Management Team (SMT). The
ERD leads the development/revision of an effective resource mobilization
strategy – including donor engagement – to ensure the response programme is
funded and backstopped adequately.

Key Duties and
Responsibilities:

- Take lead in the planning and management
of the refugee response as per guidance of Country Office senior
management. - Keep country level strategic planning for
the humanitarian response up to date to ensure an effective and timely
emergency response. Lead on implementation and update of fundraising
strategy, and liaise with members and donors to leverage continued funding
for the Refugee Response. - Keep master budget and flexible response
budgets up to date and aligned with the response strategy objectives. Take
overall leadership on the implementation of the response, on the timely
expenditure of budgets, while keeping relevant stakeholders informed and
ensuring corrective actions are taken where required. - Work in close collaboration with the Field
Manager / Regional Area Manager (RAM) for Emergency Response, design and
recommend operations delivery mechanisms. Ensure effective and timely set
up of response offices and infrastructure in new settlements when
required. - Work in liaison with Field Manager / RAM
develop Detailed Implementation Plans and Phased Budgets for the response
projects. - Supervise/manage the West Nile Area
Manager (RAM) and Western Area equivalent (TBC), ensuring he/she is
adequately overseeing the field team and operations. - Lead on national procurement of supplies
and services to ensure timely and quality implementation. - Support the HR department by planning,
identifying and resourcing appropriate and effective structure &
staffing needs for the response, as approved by the CD/SMT. - Assume direct responsibility for the
implementation and donor reporting of country wide (West Nile/SS and
West/DRC response) projects. Delegate project management and donor
reporting of area specific projects to the Field Managers, while
maintaining overall accountability. - Ensure that the relevant project
monitoring plans and systems are established and implemented. - Ensure adequate stakeholder coordination
and engagement at national and international levels, in close
collaboration with the SMT and CD. - Ensure optimal safety and security
management procedures and practices are in place in collaboration with
Emergency Director and Field Manager.
- Actively participate in country level SMT.
Share weekly/monthly updates with CD/SMT on progress, deviations,
corrective actions and any other relevant issues. - Lead on compliance with the organizational
standards and requirements applying to the two categorized response: South
Sudanese Refugee Response (Cat 2) and Congolese Refugee Response (Cat 3). - Ensure strict compliance of programme
activities with relevant donor regulations and agreements, SPHERE
guidelines and the NGO code of conduct.
Capacity Building: Build capacity of SCUG SMT and Field Team
Leaders / RAM in Emergency Response Management. Ensure SCUG captures lessons
learnt and that recommendations followed up.

Representation & Advocacy & Communications:
- In close collaboration with the Head of
Advocacy and Communications, design and implement an adequate
communication strategy that enhances the refugee response work and ensure
that information is shared timely and adequately, i.e. members, donors,
government officials, staff, etc. - Where/when required, represent SCUG
emergency response on a national, regional and international level to
donors, the media and members of the humanitarian community. - Where/when required undertake high level representation
and advocacy with Government partners and officials as well as donor
representatives.

Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the Save the
Children International Emergency Response Director career placement should preferably hold a
Master’s Degree or higher or equivalent field experience - Extensive experience of working within a
senior management role and within a complex country programme in an
emergency response or fragile state setting; and/or extensive experience
of setting up responses in out of area contexts (either where no SC
presence or CO presence); and/or extensive experience of working in high
income contexts - Previous experience of managing programme
teams in large-scale/complex, first phase emergency response is essential - Possess senior management experience of
leading a diverse, multi-function and/or multi-sector team at a Country
Director or other relevant SMT level. - Significant experience of managing
multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP
5m+ in a first phase response at regional or country level - Multi-site security management in insecure
environments - Experience of international level
representation with key stakeholders, and co-ordination with other NGOs/UN - Previous experience of international media
representation and advocacy - Experience of M&E and beneficiary
accountability systems in large complex programmes - Experience of developing and negotiating
successful partnerships with institutional donors - Demonstrated ability to influence change
at an operational and strategic level - Politically and culturally sensitive with
qualities of patience, tact and diplomacy - A high level of written and spoken English
- The capacity and willingness to be
extremely flexible and accommodating in difficult and sometimes insecure
working circumstances. - Commitment to the aims and principles of
SC. In particular, a good understanding of the SC mandate and child focus
and an ability to ensure this continues to underpin our support
