Job Summary: The Project
Manager, Accelerated Learning Programme (ALP) and Livelihood takes overall responsibility for leadership and programme management,
including planning, starting up implementation, capacity development,
monitoring, evaluation, accountability, learning and reporting of the education
and livelihood roles that cover the four South Sudanese response sites in Arua,
Kiryandongo, Yumbe and Adjumani. The incumbent provides leadership and
managerial support to staff and local partners involved in these major areas;
Building skills in literacy, numeracy and life skills through Accelerated
Learning Programme. S/he creates linkages with other consortium members and
implementing partners that provide alternative pathways for ALP target
beneficiaries through vocational training and livelihood opportunities for
deprived youth. The project aims to increase access to Education in Emergencies
through the Accelerated Learning Program for out-of-school children and youth
in both refugee and host communities. The Project Manager will also oversee
livelihood activities such as formation of groups, village savings and loans
associations, agriculture and technical skill trainings. The ALP/ Livelihood
program manager is responsible for capacity strengthening efforts for staff
within the humanitarian setting, supporting and coordinating with other
consortium partners both at national and field level.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Save the
    Children International Project Manager, Accelerated Learning Programme
    (ALP) and Livelihood career opportunity should preferably hold a
    bachelor’s degree or higher in Teacher Education, Agriculture, Economics,
    Social Science or Development studies. A Postgraduate training/Advanced
    degree in the related field, project planning, Social sciences/social
    works, or Management is an added advantage.
  • At least five years’ experience in
    Education/livelihood and youth empowerment related program or protection
    in Uganda (preferably with an International NGO).
  • Previous experience in livelihood and
    youth programming is preferred.
  • Significant programme management
    experience working in an emergency response contexts
  • Ability to write clear and well-argued
    analytical reports and preparing successful funding proposals for donors
    and management of the grants
  • Previous experience of working with both
    international development partners and local partners such as District
    Local Government in production, Education, and community based services
  • Strong monitoring, evaluation and
    accountability skills
  • Strong management of donor communications
    and visibility.
  • Past exposure and experience of working
    with local partners and District Local Government in Child Rights
    Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is
    an added advantage.
  • Excellent analytical skills and strategic
    planning abilities.
  • Ability to establish and maintain
    conducive collegial relations and perform effectively as a member of a
    team.
  • Computer literacy and excellent
    documentation skills are a must.
  • Willingness to travel and work in
    hard-to-reach areas, occasionally under strenuous conditions.
  • Availability and willingness to work extra
    hours during times of humanitarian responses.
  • Highly developed cultural awareness and
    ability to work well in an international environment with people from
    diverse backgrounds and cultures.
  • Ability to intervene with crisis
    management or troubleshooting as necessary.
  • Exceptional interpersonal and
    communication skills including influencing, negotiation and coaching.
  • Excellent time management and planning
    capacity.
  • Availability and willingness to work extra
    hours during times of humanitarian responses.
