About US:
The National Agricultural Advisory Services (NAADS) Secretariat was
established through an Act of Parliament, The NAADS Act 2001. NAADS underwent
restructuring in 2014 leaving it with a lean structure and refocusing its
mandate from providing agricultural advisory Services to supporting farmers
with the provision of agricultural inputs through the implementation of
Operation Wealth Creation (OWC) intervention.

Key Duties and
Responsibilities:
Responsibilities:
- Work closely with end users in preparing
draft procurement plans for the entity; - The incumbent will also be guiding
suppliers on procurement procedures; - Tasked with verifying procurement ‘ arid
disposal requisitions; - Preparing draft bid documents and
participating in evaluation of bids as and when assigned; - Compiling documentations and maintaining
safe custody of procurement and disposal records; - Entering sanctioned transactions on the
system for further processing and producing required reports; - In charge of monitoring prices for goods
and services commonly used; - Providing inputs in the preparation of the
annual work plans and budget for the department; - Working with departments in developing
data bases for commonly used goods and services and service providers; - Work closely with suppliers and
stakeholders to ensure timely delivery of goods and services as per
contracts; and - Perform any other duties as may be
assigned from time to time.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate should be a Ugandan
who holds an Honours Bachelor’s Degree in: Procurement or Supply Chain
Management or Commerce or Business Administration with specialisation in
Procurement, Supply chain management plus full professional
qualifications/membership of procurement/ Purchasing in supply Chain
management like CIPS, ISM and CILT from a recognised University/
Institution or Commerce or Business Administration or Economics Sciences
or Humanities plus full professional qualification/ membership of
procurement / purchasing and supply chain management like CIPS, ISM and
CILT from a recognised awarding institute. - Possession of a Master’s Degree in a
related field will be an added advantage. - A minimum of five years of relevant
experience in procurement of goods and services in a reputable
organization from the public or private sector.
